On Tuesday, 28 April, the government adopted amendments to Cabinet Regulation No. 126 of 10 March 2015 “Procedures for granting direct payments to farmers”, extending the deadline for submission of the single submission from 22 May to 15 June 2015.
In view of the state of emergency declared in the country in relation to the spread of Covid-19 viruses and existing restrictions, the deadline for submission of the single submission from 22 May to 15 June has been extended and the deadline for amendments to the single submission has also been extended from 15 June to 30 June.
The deadline for the single submission has been extended as farmers are not currently able to receive full-scale consultations by completing the single submission. This year, rural support (LAD) staff are in contact with farmers who were required to complete their applications in the previous year. The single application by telephone is filled in on the basis of the data of the 2019 aid application and the information provided by the farmer on the changes in them. THE STAFF of THE LAD shall negotiate the contents of the completed single application with the farmer, i.e. the number of fields declared, the total area applied for, the crops declared and their areas, the types of aid applied for. The oral submission made by farmers by telephone is the basis for the submission of a single application. The conversation with the farmer is recorded and serves as a proof of the accuracy of the data.
In addition, it is recalled that farmers with LAD can consult by telephone 67095000.
The amendments also provide for the possibility for THE LAD to request a photograph of the farmer this year to verify that the area concerned complies with the conditions for obtaining the aid. Since social distances are to be respected, situations may arise where THE LAD is unable to carry out on-the-spot checks and the field photographs may be requested in cases where all available distance research materials are assessed, it will not be possible to verify that the area concerned complies with the conditions for the payment of the payment.
CABINET regulations “amendment to Cabinet Regulation No. 126 of 10 March 2015, procedures for granting direct payments to farmers” “will enter into force after publication in the Official Gazette Latvijas Vēstnesis”.
