Adult skills investigated in Latvia; respondents receive a letter of invitation

The International Adult Competency Assessment Programme (PIAAC) of the Organisation for Economic Cooperation and Development (OECD) will continue with the support of the European Social Fund. In cooperation with the Ministry of Education and Science, the University of Latvia and the Research Centre SKDS, 7700 people are expected to get answers by the spring of 2023. Every citizen of Latvia who received a letter of invitation in his or her mailbox is invited to participate in the study.

Every respondent is important to the course of the study

“Participation in the study is voluntary, but your involvement in this international study is very important, so do not refuse membership. Each household in the sample represents several other households similar to themselves. Your refusal creates a risk of obtaining incomplete data and may result in false conclusions on the true situation in Latvia, indicated in the invitation letter sent to the sampled respondents in January 2023.  

The SKDS interviewers of the study centre come to the people of Latvia aged 16-65, who have been included in the study sample and received a letter of invitation:

  • employed, unemployed and pensioners,
  • those who are still in school and those who have long gone out of school,
  • people with different education – both those who have obtained university diploma and those who have completed education at lower levels.

The study is composed of a questionnaire filled in by the interviewer by fixation of the participant's replies and the tasks performed by the participant independently on the Tablet pc.

Study for the development of adult skills

THE OECD PIAAC study looks at the skills of citizens in key areas of information processing, including literacy, numeracy and problem solving. They are the skills necessary for successful participation in society, the ability to enter the labour market, take care of themselves and their Middle East.

Based on THE results of THE OECD PIAAC, Latvia will be able to develop educational and training programmes for adults with more than 40 countries to help acquire missing skills.
