The European Parliament and the Council of the European Union have reached agreement on THE EU budget for 2023 on a proposal from the European Commission.

The agreement covers commitments of eur 186,6 billion and payments of eur 168,7 billion. After its adoption, the budget would allow THE EU to mobilise considerable resources to help reduce the serious consequences of Russian aggressive war against Ukraine in this country, as well as in the Southern Neighbourhood and the Member States.

The budget would also provide support for the continuation of sustainable recovery from the coronavir pandemic and the protection and creation of jobs. This would contribute to further investment in a greener, digitised and more sustainable Europe while ensuring the most vulnerable people in neighbouring countries and elsewhere in the world.

Commissioner for Budget and Administration Johannes Hahn: “In these difficult times, Europe shows that it is able to work for everything. The approved budget will help to prevent the consequences of Russia's aggressive war against Ukraine by providing more funding, which will also be devoted to addressing migration issues, solidarity bands, sufficient energy supply, protection as well as supporting those EU countries who are receiving people who flee from Ukraine. '

It is agreed to redirect:

  • Eur 14.7 billion to support our neighbourhood and international development and cooperation. The Agreement includes targeted increases in the Neighbourhood, Development Cooperation and International Cooperation Instrument (NDICI) – “Europe in the World” (eur 12,3 billion), focusing on Ukraine and Moldova, migration in the Southern Neighbourhood, as well as the humanitarian aid programme (€1.8 billion) to address global crisis situations;
  • €1.5 billion for the Asylum, Migration and Integration Fund and €956.8 million for the Integrated Border Management Fund to enhance cooperation in external border management as well as migration and asylum policies and support to Member States receiving refugees from Ukraine;
  • Eur 3.0 billion for the Connecting Europe Facility to provide a modern, high-performance transport infrastructure for facilitation of cross-border connections [special emphasis is being placed on strengthening EU-Ukraine solidarity bands and, in response to the energy crisis, to the energy sector, complementing the €20 billion proposal for REPowerEU];
  • Eur 295.2 million for the project “military mobility” to improve civilian and military mobility;
  • €3.7 billion for Erasmus + to invest in the benefit of young people, including helping pupils and students fleeing Ukraine as well as 332.8 million euro for cultural and creative industries through the “creative Europe” programme;
  • Eur 62.9 billion in commitments to support economic recovery by promoting investment in economic, social and territorial cohesion;
  • Eur 53,6 billion for the Common Agricultural Policy and eur 1,1 billion for the European Maritime, Fisheries and Aquaculture Fund, European farmers and fishermen, and to strengthen the resilience of the agricultural and food and fisheries sectors and to ensure the necessary opportunities for crisis management;
  • €12.4 billion for Horizon 2020 to support EU research in areas such as health, digital area, industry, space, climate, energy and mobility;
  • Eur 602.8 million for the Single Market Programme to support small and medium-sized enterprises across the Union;
  • Eur 739,3 million for the “EU – Health” programme to support the European Health Union and to meet the health needs of Union citizens in a comprehensive manner;
  • Eur 1.5 billion from a fair resettlement fund to ensure that the transition to climate neutrality gives the result to all, and eur 755,5 million from THE LIFE programme to support action in the field of environment and climate policy;
  • EUR 309.9 million for the Internal Security Fund, €945,7 million for the European Defence Fund to support Europe's strategic autonomy and security, and €157.0 million to strengthen European defence industry through joint procurement.
