The municipality of Rezekne holds the permit issued by Elliss Holding
The municipality of Rēzekne, on 17 May, decided at the meeting of the Council of 17 May to suspend the authorisation granted on 3 May to Elliss Holding, which intended to allow the disposal of the company's waste recovery facility for the disposal and recycling OF unused authors and other non-hazardous waste IN the parish OF Stružānu by means of a pyrolysis method. According to the Rēzekne District Planning for 2013-2024, the land use and building regulations, the company owned by the company, on which the above-mentioned facility is located, is located in the industrial building area where the main type of land use is industrial and agricultural production companies, transport and warehouses.
The municipality of Rezekne, the municipality of Rēzekne, carried out a survey of the territory of Elliss Holding and visually identified environmental pollution - the large volumes of the bitumen-like substances (200 tonnes), which are stored in damaged packagings without labelling. This substance flows through the area, causing a threat to the environment and the safety of the surrounding population. An activity not associated with the issued permission was detected.
The company's representative confirmed that the spilled substance was a bitumen and promised to prevent these deficiencies by 25 May.
A permit to deploy a recovery facility to a company was issued with a requirement to comply with a number of conditions - tyres may be imported into the territory of a company when the pyrolysis plant is installed and ready for operation, including tyre cutting and crushing equipment for noise reduction in closed spaces. It was also a very important condition that the noises, smells and dust would not interfere with the peace and security of neighbouring residential houses.
“The safety of the population is very important for us, so we asked the company to eliminate the bitumen leakage, as well as to provide security so that there is no trouble. If these deficiencies are eliminated, the company will be able to re-turn to the municipality of Rezekne to deploy recovery equipment,” said Chairman OF the council OF the council Monvīds Švarcs.
