Organized degraded areas in Daugavpils Fortress, Luznava Manor and Kraslava

LATLIT_logo_LAT_full_RGBThe restoration of degraded areas in recent years becomes a significant part of sustainable development planning planning, resulting in an orderly and clean environment for the population, in other cases contributing to the development of entrepreneurship. The implementation of the Interreg V-A Latvia - Lithuania programme 2014-2020 project LLI-386 “Revitalisation of degraded areas” (acronym - Trans-Form) has resulted in three degraded areas in Daugavpils, Kraslava and Luznava, Rēzekne municipality in a total of 3.5 ha, and works also in Paneveja municipality (Lithuania) in Skaistkalnis Park. The objective of the project is to inspire the degraded areas owned by municipalities, transforming them into attractive and sustainable ones.
As part of its project, Rezekne is led by the “inheritance” of the council of the Louznava Manor Park, a joint house building and a small playground, a collection of old wastewater treatment facilities and a well-established area in Kraslava, while Daugavpils fortress 4. The bastion area is cleaned from the waste, the garbage urns and benches, a new lawn created for sports and recreational activities.
For the promotion of knowledge, more than 80 development planning specialists from the Rezekne municipality, the municipalities of Daugavpils City, the municipality of Kraslava and the municipalities of Paneveja and Visaginas, as well as the local authorities of the local government “Rēzekne Special Economic Zone Administration”, attended three training sessions regarding the planning of the development of degraded areas and five cases of revitalisation of the degraded areas of different levels in Latvia, Lithuania, the Netherlands (Eindhoven), the Czech Republic (Prague) and Germany (Berlin). The sites visited by each site had different problems, development processes, revitalisation objectives and stakeholder engagement. The renewed facilities varied from a large-scale reconstruction project of the former railway area to small urban agricultural or creative initiatives for business development. In contrast, during training, experts were offered innovative spatial development planning methods with game principles that help to develop systemic thinking skills, promote dialogue between stakeholders and understand local needs, problems and plan changes in degraded areas in the future.
The project includes two 3D urban planning tools that will ensure modern urban development planning. In the developed 3D reality model OF Daugavpils City Council, the three-dimensional format in e-environment has an opportunity to look at degraded areas located in the northern and Cherepovas industrial zones, the industrial area of Krija and the fortress storage zone. The 3D tool OF the Paneveja City Administration offers the spatial planning possibilities of the city centre. In addition TO 3D urban planning tools, development concepts and action plans for the revitalisation of 4 pilot areas in Latvia and Lithuania in the form of technical projects have been developed.
At the end of February of the project LLI-386 Trans-Form, the results and achievements of the project were discussed at the end of February. The project has developed a common understanding of degraded areas among the local specialists involved in the project, presenting a wide range of different sites and revitalisation schemes during project activities. Knowledge of the revitalisation of degraded areas will further help municipalities to make more informed decisions and decide at local level on sustainable management and the development processes of revitalisation projects.
The partners of the Trans-Form project are the association Euroregion “Lakes Land”, the municipal joint institution “Rēzekne Special Economic Zone Administration”, the municipality of Rezekne, Daugavpils City Council, the Kraslava municipality council, the municipality of Paneveja, the municipality of Visaginas.
