Approved binding provisions on social assistance and material benefits in the municipality of Rēzekne

Two new binding regulations (SN) were approved at the Rēzekne District Council meeting on 2 December: “on the income threshold of the low-income household and social aid benefits in the municipality of Rezekne” (all 15 members present voted “for”), as well AS THE SN “on the material benefits of the municipality of Rezekne” (12 Members voted “for”, three present Socialist Democratic Party “consensus” Members Jekaterina Ivanova, Vasīlijs Arbidāns and Felicija Leščinska voted “against”). 

The approved provisions on material benefits are particularly favourable to the new families, as the allowance in relation to the birth of a child from Eur 150 will increase to 720 euro if the whole family is declared in the territory of Rezekne District. Similarly, the amount of several other benefits has been increased, as well as with the issuance of new binding regulations, the same types of benefits and the amount of costs between the former Viļānu and the Rezekne municipality, such as a benefit for the care of a child with severe functional disorders, a benefit for the trustee of the adult, while the benefit for health care will be available to the wider population in the future.  

“If so far there were one binding rules that combined all forms of social assistance, then, as provided for by legislation, THE SN is divided into two parts,” explained by the head of the social service Sylvia Strankale. “Some individual rules describe compulsory national benefits for specific population groups, while the second SN regulates voluntary initiatives by the municipality to support the population declared in the Rezekne municipality in various life situations, irrespective of the material condition of the person.”

In calculating the benefit, a higher coefficient - 1,5 - is applied to a household with only pensionable persons or persons with disabilities, or minor children are in the household. As the social service explained, it is difficult to calculate the estimated figures at this time as much as the housing benefit could be, as the new regulation only entered into force on 1 July 2021, but the first heating invoices are still coming. Last year, 172 thousand euro were spent on housing allowance, while less than 108 thousand euro were disbursed by the end of October. For the time being, 64 thousand euro less than last year, but two more heating months.

This benefit has so far been in both Rezekne and Viļānu. Currently, this benefit is received by two persons in Rezekne District.

The benefit shall be granted after the opinion of the State Commission of the State of Health and Working Ability regarding the necessity of special care. In the amount of the allowancers is 50 Eur per month. Previously, this benefit has been IN the municipality OF Viļānu, but there are people in Rēzekne municipality who are eligible for such aid. These are children who need special care and who cannot be left without supervision for a moment, so this benefit can be used if, for example, parents need absence to receive healthcare themselves. In the first ten months of 2021, in the former Viļānu, the following benefits are paid in EUR 2 000. According to the social service, there are six children in Rezekne municipality who are entitled to such a benefit.

 The allowance shall be granted to a full-time person who has been subject to a temporary trusteeship by a court ruling or to whom the court has restricted the capacity to act and the Orphan's Court of Rēzekne has appointed a trustee. If a guardian who takes children in custody, the State pays, the person of full-time, incapacitated person from the State shall not be paid. They are only obligations, but they do not have any material cover. In order to have some financial motivation for a closer or further relatives to assume the obligation of a trustee, such a benefit shall be determined. • for poor and low-income families for rehabilitation measures for children once a calendar year, up to 75% of the national minimum wage.

In turn, the allowance in relation to the birth of a child in the amount of Eur 360 per newborn child will be received by one of the parents of the child if one of the parents of the child's parents and the registered residence of the child since birth are in the administrative territory of the municipality of Rezekne. The payment of the benefit will be paid monthly at Eur 20 until the child reaches the age of 1.5. 

When they surveyed young parents, there was a variety of opinions – both that they would like to receive a whole sum in one instalment and in instalments - the young mothers who receive pre-natal benefit and the benefit of the child were better supported by a shared payment, but there are many parents who are unemployed, so they would be more pleased with the whole amount at once to provide the child with a chariot, bed or something necessary. Opposition Members from the “harmony of the Social Democratic Party” were also elected as a lump sum.

“This will be a new approach to this benefit,” said the President OF the Rēzekne District Council Monvīds Švarcs. “We talked much about it.” Although it is a large administrative burden, every month should be followed by whether the declared place of residence has been changed, as well as the accounting payment, however, the municipality has opted for the cost of such benefits because the families must receive regular support during the period when it is particularly necessary for daily affairs. The municipality, with its intention, provides up to 1.5 years of age, so that the local government can provide its assistance in other ways after being started in the kindergarten. '

In addition, it is also planned to reduce, so-called, benefit tourism, when parents are redeclaring to a local government only because of the benefit, but immediately then return to the real place of residence. In particular, given that the amount of this benefit will now be the largest of the surrounding municipalities. 

It should be noted that in the 10 months of this year, 208 children are born in Rezekne municipality, according to these figures, the amount will also be allocated for the next year.

There was a proposal to grant an allowance in cash or a gift card at a particular store, but the social service has investigated that such a full, ergonomically correct and high-quality pre-packer “bag content” can only be provided if it is bought in most, as is the case today. It is easier for parents, not to run, to search for themselves and to buy, but to receive a ready-made gift on 1 September. Despite the extra work invested by local government employees in order to pack gifts, it is a particular pleasure and satisfaction for pre-graders to receive a gift that can be investigated and tested. This year, EUR 3633 was allocated from the municipal budget.

The allowance for the feeding of a child in a general educational institution and a benefit for the feeding of a child in a pre-school educational institution, if the family has declared his or her place of residence and actually lives in a local government, is granted: 100 % of the cost of catering services for a large number of families of children, as well as foster families and families with the guardianship of children. The funds allocated to the allowance shall be transferred to the service provider who performs the catering at each particular educational institution, in accordance with the invoice submitted by the service provider or the account of the credit institution indicated by the person, if there is no specific service provider. The amount of the allowance may not exceed 3 Eur per day per child.

It is rather a demonstration of attitudes from the local government that we care for our citizens. Although compared to other municipalities that are around us, these benefits, in terms of both the amount and the population, are much higher, even if compared to our nearest neighbours, the city of Rezekne, where politically repressed persons and members of the national resistance movement have a kind of benefit of Eur 20, while in Rezekne's municipality, EUR 50. ' 

The provisions will enter into force on 1 January 2022.
