The work of associations of associations will be launched in a new governance model
In accordance with the decisions taken by the Rēzekne District Council on 1 December 2022 and 19 January 2023, from 1 March of that year, the parish associations will begin work in a new management model. In the future, the management of the associations will be managed by the head of administration and by two deputies. One deputy will be responsible for economic matters and the other will be responsible for planning, control issues and real estate management. There will be a strict division of competences between the manager and the deputy, which will allow more efficient management of the association of the association, the management of municipal properties and the continuing provision of quality services to the population.
The evaluation of the work results and qualification of the managers of existing parish administrations took place in January. As a result, the next Heads of Unit Managers were identified. Valentin Puste and Diana Saxon will be the Deputy Managing Head OF THE Dricānu Association. Aleksandrs Bindemanis and Arvīds Dunskis will perform the posts of Deputy Managing Head OF THE Nautrēnu Association. Sergei Bashmakov and Oļegs Kvitkovskis will perform the duties of Deputy Managers of THE Kaunatas Association. IN Maltas, the position of the deputy shall be taken by Gatis Pučka, but IN THE Viļānu association Zoja Žugunov. A open competition will be launched on vacant posts in Maltas and Viļānu.
The duties of the managers of the associations of associations will continue to be performed by existing managers: Dricānu Association Board – Andrejs Tsarud, Nautrēnu Association Board – Livija Plavinska, Kaunatas Association Board – Janis Aleksans, Maltas Association Board – Edgars Blinovs and Viļānu association – Ivars Ikaunieks.
The management arrangements of the new association of associations will not affect the daily population of the local government, as the services provided in civil parish management will continue to be provided.
Economic processes in parish will be monitored by the management of the association, but these processes will be managed by existing parish managers. In turn, parish clerks will ensure acceptance of applications, issuing of certificates, declaration of residence, answers to telephone calls and other assigned tasks.
Residents will be able to settle for utilities, pay real estate tax and fees. The parish will have employees who will accept these payments as well as accept submissions and other documents and, if necessary, be transferred to the council.
The parish will be able to receive all relevant information regarding decisions taken by the local government. In order to facilitate settlement in parish, some of them, it is planned to set up payment card terminals or POS terminals to allow visitors to settle with the bank card. The local government, of course, calls on residents to utilise internetbanking services for payment of services in such a way as to facilitate the day-to-day work of both their own and local government institutions.
Libraries, cultural houses and museums as well as other structures will continue to work in parish works. As far as so far, a member of the Orphan's Court, a terrestrial specialists, a social worker will continue to perform his or her duties in each parish. Changes in the internal governance model will not be affected by the work of these institutions and employees.
In cases of uncertainties, residents may turn to each of their associations or parish and receive the necessary information regarding the expected changes in the operation of parish associations.
