The work has been initiated by an administrative inspection

The Administrative Inspectorate of the Central Administration of the municipality of Rezekne, who shall perform his or her functions in accordance with the laws and regulations of the Republic of Latvia, the binding regulations of the municipality of Rezekne, the decisions of the municipality of Rezekne and the management orders of the local government, has commenced work in the municipality of Rezekne.

The Administrative Inspectorate shall be subject to the Executive Director. The Inspectorate shall be chaired by the head of the Administrative Inspectorate and shall be employed by six inspectors. The municipality of Rēzekne contains 28 parishes and Vilnius city, so that the service area is very large. The main administrative inspection office is located in Audiros, Krasuha Street 1a k .1, 2 nd floor. The inspectors, on the other hand, are located in the 2 nd floor of the Maltese parish building and in Vilnius, Liep Street 2a, 2 nd floor. Inspectors will have certain acceptance times in each parish association.

Principal functions, tasks and rights of the administrative Inspectorate:

  • After delegation of the council, control compliance with the binding regulations of the local government in the administrative territory of Rezekne;
  • Identify administrative infringement and identify persons who are responsible for administrative liability;
  • To carry out administrative infringement proceedings pending the examination of the administrative proceedings (where a penalty is imposed, more than 15 fines);
  • To examine and take decisions regarding administrative violation in matters regarding violations of the binding regulations of the local government (if less punishment is provided for 15 fine units), as well as to control the execution of this adopted punishment;
  • In accordance with the competence to prepare replies and the submissions of natural and legal persons;
  • To accept visitors and, in accordance with the competence, provide information and advice;
  • To perform other orders of the executive director of the local government within the scope of his or her competence;

 

The Administrative Inspectorate shall have the right to request and receive from natural and legal persons the information and documents necessary for the performance of any inspection tasks. 

There is currently a reallocation of the functions and competences of the administrative inspection.

The Administrative Inspectorate will, in the first place, carry out preventive work, clear, warn to prevent irregularities, but only after no solution is reached will lead to administrative liability for the infringement. 

The municipality of Rezekne, like other municipalities, has its own binding regulations, which must be respected by the local government. The population is largely legally obedient and is trying to follow these rules, but there are also those who do so unwillingly, so it is necessary to communicate with these people, explain and jointly achieve a correct solution to the situation. 

A list of certain municipal binding rules for which the Administrative Inspectorate will pay particular attention to: 

  • 24 “for the maintenance of sanitary cleanliness and the maintenance of the land in public use in the municipality of Rezekne”. These are violations in residential housing facilities, violations in the areas to be managed, construction of buildings, non-maintenance of buildings, non-cleaning of individual houses, washing of vehicles or performance of their maintenance in the Green Area, etc.;
  • 30 “for the management rules of the Rezekne municipality”;
  • 38 “on the management of municipal waste in the municipality of Rezekne”;
  • 41 “for public order in the municipality of Rezekne” (noise, begging, designation of buildings, structures, fencing, description, landfill of public places with small waste, driving by means of a vehicle or placing it in the Green Area, etc.);
  • 42 “for the maintenance of domestic animals in Rezekne municipality” (compliance with the welfare requirements of productive domestic animals, the registration of dogs, cats, fees etc.);
  • 73 “for the maintenance of immovable property in Rezekne municipality”;
  • 19 “for the procedures for the provision and accounting of decentralised sewerage services in the municipality of Rezekne”.

The Administrative Inspectorate will also carry out other duties where the administrative inspection will be delegated. 

The implementation of the binding regulations of the municipality is controlled not only by the administrative Inspectorate, but also by the officials responsible for the administration of the municipal authorities of the municipality of Rezekne.

One of the most important factors for successful enforcement is cooperation and mutual communication. The preventive work is a very important role. Preventive work must be carried out first, only when no compromise is reached, followed by a penalty, so the request for citizens to be responsive, as situations can be dealt with in a peaceful way. 

Reminder to citizens - Administrative Inspectorate does not perform police functions! This means that citizens will have to call 112 in different casualties.
