Building facade finishing works

Cabinet Regulation No. 529 of 2 September 2014, “Building Regulations of Buildings”, determines the documentation necessary for the construction process. The type of documents to be submitted depends on the structure of the structures. The first group buildings are:

  • Mazzka (one-storey building, including a roof and an auxiliary building with a building area of not more than 25 m2);
  • Non-residential buildings of non-residential and village areas, not intended for keeping animals, and auxiliary buildings (e.g. farm building, warehouse, barn, cellar, shelter, garage) with a building area of up to 60 m2;
  • A separate industrial single-deck building with a building area of up to 60 m2, including a container type building or construction product, except the building in which the dangerous equipment is located.

The third group buildings are:

  • A building with more than five surface floors;
  • A building with more than one underground floor;
  • A public building where more than 100 people are expected to stay at the same time;
  • An industrial production building with a total area of more than 1000 m2;
  • A warehouse building with a fire load of over 600 MJ/m2 or a total area of more than 2 000 m2.

The buildings of the second group comprise all other buildings not included in the first or third groups.

By proposing the renewal of the first (cities and villages), second or third group buildings, the renewal of the front facade – the replacement of all windows, the insulation of the facade, the insulation of the roof, the replacement of the roof cover, the warmth of the cellar or the glazing of the solders, without changing the outer wall placement – shall be submitted to the institution which fulfils the functions of the construction board:

  • part I of the completed attestation card if a simplified facade of the second or third group building is intended to be restored;
  • part I of the Explanatory Notes to the Explanatory Memorandum, provided that the Representation of a simplified facade of the First Group Building (cities and villages) is envisaged.

Such construction intention documents shall be developed by a certified construction specialist.

A person, when proposing any type of construction, shall append to the submission: documents certifying the right of ownership, possession or use, if the relevant information is not available in the State public registers; the authority of the initiator of construction, if the submission is submitted by an authorised person; co-ordination with third parties and other permits in the cases specified in these Regulations and other regulatory enactments.

Construction intention documents are not required:

  • first group buildings for renovation of the facade, insulation of the facade, insulation of the roof, replacement of the roof cover, insulation of the cellar, if the building is not a national protected cultural monument and located outside the cities and villages;
  • the structure and colour of the roof and the selected construction products shall ensure at least equivalent technical performance of the previous construction product if conformity with the overall image of the building is ensured, the roof configuration and colour and the selected construction products shall ensure at least equivalent technical performance of the previous construction product if the municipal building regulations do not specify other requirements.
