On the events of amateur art, artistic collective and amateur sporting events during the outbreak of Covid-19

On 13 October 2020, amendments to Cabinet Regulation No. 360 of 9 June 2020 “epidemiological safety measures for restricting the spread of Covid-19 infection” (hereinafter – regulations) have been performed.

The provisions are supplemented by paragraph 27.5 as follows:

27.5. from 17 October 2020 until 6 November 2020, the acquisition of education and vocational orientation education programmes shall be carried out remotely (except for sports and educational institutions where the vocational orientation education programme is also implemented at the same time as the General Basic Education or General Secondary Education Programme). Amateur art collectors (including choir, orchestra, People's music ensembles, dance and other people of the People's art collectively) are carried out in a remote or non-discriminatory manner, as well as non-productive activities and public and private events (including not going to administrative territories of other municipalities), in which students and persons from another group, class or collective participate.

“According to the data available at the disposal of the Centre for Disease Prevention and Control, the spread of Covid-19 in educational establishments is also linked to the attendance of interest education, including sports training, competitions etc. In order to limit the risk of prevalence of Covid-19 in educational institutions and to reduce the fact that, after contact with infected persons during education, students are forced to be in domestic quarantine and hinder training, it is intended to determine that only the acquisition of individual interest education and vocational orientation education programmes is taking place in the face-to-face. It is also intended to ensure that no interregional measures are taken within the framework of interest or vocational training in order to prevent the transfer of Covid-19 from high-prevalence regions.

The same applies to amateur artistic activities.

PLEASE DRAW ATTENTION TO THE FACT that the specific anti-epidemic measures in certain administrative territories have not been modified (paragraph 67 of the Regulation):

67. In addition to the epidemiological security measures referred to in these Regulations, the following measures shall be determined in the municipality of Aizputes, Daugavpils City, Daugavpils District, Dundaga District, Kuldīga District, Olaine District, Talsi District and Kraslava District by 6 November 2020:

67.1. the activities of amateur arts, artistic collective and amateur sports and the acquisition of interest and vocational orientation education (including training, competitions and attempts) shall not be performed on the spot.
