The 1 st round of the municipal gravel road reconstruction project is approaching the end
The municipalities of the municipality of Rezekne, which are involved in the administration of the municipal gravel project, are still carrying out the last works so that by 31 August 2019 it is possible to organize the report of the report of the municipal project No 17-01-a00702-000052 of the municipality of Rezekne “Improving the municipal road infrastructure in Rezekne municipality, box 1” and to submit it to the Rural Support Service (LAD) in the Eastern Latgale regional agricultural administration.
Unfortunately, it is necessary to say that, on all three roads included in the implementation of the 1 st round of the project, the report WILL not be submitted TO THE LAD because the local government's representative - the construction manager - within the time limit set by the contract on 01.08.2019, by road No 8814 Hatki – Pustinka and No 8816 Hatki – Bodrovka1, found that construction work on the site had not been carried out according to the technical documentation of the road project, indicating that the construction defects could not be defined as defects but as incomplete works. Although the works of the building supervisor had been approved as completed BY 100%, the municipality did not accept the object as finished. The municipality will therefore impose penalties imposed on construction service providers.
The implementation of the project was launched in spring 2018 with the aim of improving the quality of the gravel roads of the municipality of Rezekne for the promotion of rural business and ensuring the reach of the local population, as part of which three reconstruction of the municipalities of Rezekne municipality was carried out:
1. Road No 4629 Čornaja - black Dukstigal 1 st round 1.800 km of Rēzekne municipality in THE parish of Čornajas. The construction of the motorway was carried out AS “Kauno Bridge”, the construction of the facility - SIA “KEM”.
The object was accepted and put into service.
2. Road No 5611 Chapkova – Geikina 1.157 km of Rēzekne municipality in THE parish of Griškānu. The construction of the motorway was carried out BY SIA “RIVIERA L”, the construction supervision of the facility - SIA “KEM”.
The object was accepted and put into service.
3. Road No 8814 Hatki – Pustinka and No 8816 Hatki – Bodrovka1 3.831 km The municipality of Rēzekne is located IN the parish of Silmalas. The road reconstruction was performed by “roads and bridges”, the construction of the facility IN SIA “KEM”.
The object was not accepted.
It should be noted that the cover of road No 8814 Hatki — Pustinka and No 8816 Hatki — Bodrovka1 throughout their length was subject to an inspection under the strict supervision of the municipal construction manager at intervals of every 20 m, in order to accurately assess the amounts of work not completed, which the builder had to prevent in order to meet the technical solution drawn up and could be accepted by the municipal representative as complete, as well as the submission of all the report documentation TO THE LAD on the project.
Let us hope that we will soon be able to accept and organize the third object in the municipality road.
The actual eligible costs of two parts of the project (motorway No 4629 Čornaja – black Dukstigal and motorway No 5611 Čapkova – Geikina) are EUR 486 700,80, public funding – EUR 438030,71.
