The Rēzekne municipality decides on optimisation of special boarding schools

At the meeting of the Rēzekne municipality, a decision was taken at the meeting of 21 February on the change of the name of THE Maltas special boarding school and on the liquidation of the Tiskad and Adamov special boarding school.
It is planned that there will be one special school in the municipality - the special primary school OF Rezekne is Maltā, while the educational programmes of this school, which have so far been implemented in both closed schools, will be implemented in Tiskades.
In order to prepare a draft decision, the municipality of Rezekne established a working group on 17 October 2018, which assessed the functional and financial breakdown of the activities of the special educational institutions, as well as the status of each school infrastructure was assessed.
At present, the total number of pupils in these schools is 252. 50 children (22 children are from Rēzekne municipality, 28 children are from other municipalities), 72 (9 are from Rēzekne municipality, and 63 - from other municipalities) are trained in the special boarding primary school of Tiskada, while 63 - from other municipalities, while THE Maltas special boarding school currently holds 128 pupils (22 children from Rezekne municipality, 59, another 47 pupils with special needs in vocational classes). The activities of the schools shall be financed from the State budget in proportion to the number of pupils in the form of the target grant.
The working group concluded that, by decreasing the number of educatees in special educational institutions, the target grant for school activities is reduced accordingly. Only for eight months of 2019, the municipal budget had to provide an additional EUR 50000 for day-to-day maintenance of schools – for pupils' catering, wages, heating, technical expenses.
According to the regulations in force, from 1 September 2020, the national budget will not provide for funding for educational programmes currently being implemented in Adamov and Tiskados.
A local government shall develop a school liquidation plan, which will determine the time of implementation of the work related to the closure of schools and the persons responsible. The management of the municipality, meeting the staff of all these schools, has discussed the need for reforms. The school collectively understands the need for optimisation and is prepared to be involved in the future reorganisation process.
Solutions for the future use of the Adamova School infrastructure will be assessed in the near future.
