No feldshers will be closed in Rezekne municipality – midwives points

The municipality of Rezekne has concluded agreements with the National Health Service regarding receipt of financing to ensure the activities of 11 feldshers – midwives (FVD). We are invited to draw attention to the fact that the reorganisation will lead to the removal of structural units, but citizens will continue to be able to receive primary healthcare as they had previously.

In 2022, the reorganisation of the municipality of Rezekne was launched, a reorganisation of the associations of associations in order to organize the structure of the institutions in accordance with the regulation laid down in the new local government law. As a result of internal reorganisation, part of the units were liquidated, they are parish management and public utilities and new units were created instead. The elimination of feldshers – the removal of midwives is also linked to the regulation of the new municipal law.

In the case of feldshers, the midwives' points were assessed or met with two criteria – or feldsher – the midwives point is registered in the register of medical treatment institutions and a contract for the provision of primary health care services with the National Health Service is up to date. As a result of the evaluation, it was concluded that there are feldshers who do not fulfil the above criteria.

This will eliminate THE management unit of THE Kaunatas association “Lipušku feldsher — midwives”. Maltas administrative unit of the association “Ozolaines feldsher — midwives”, unit “cops feldsher — midwives”. Nautrēnu association management unit “Audriņu ambulance”, unit “Bērzgales parish feldsher-midwives”, unit “Ilzeskalna feldsher – midwife point”, unit “Verham feldsher – akuseur point”. Viļānu association management unit “Atspukas feldsher – midwife point”.

Local government law stipulates that the local government has a duty to ensure the health of the population by organising the availability of health care services. All units that will be liquidated in the municipal premises. The municipality will continue to manage these premises and organise the availability of health services. It is recalled that there is a post office assistant in the establishment lists of the associations of associations, a feldsher who will ensure the availability of the service to the population, despite the fact that this feldsherk will not have the status of that unit.

IN Audriņu parish, the practice of the family doctor will continue to work where the population can receive primary health care. In 2022, two projects were implemented IN THE parish OF Audriņu and Lūznavas to improve the practice of family doctors. Repairs were carried out in the premises in order to ensure the provision of quality services and the availability of the environment which comply with the requirements of the laws and regulations. Repairs continue in the old parish house of Maltās parish. After completion of repairs, the premises of the family doctors will be provided in the premises.

Mākoņkalna parish, the Lipušku village includes design works for environmental accessibility and internal reconstruction for the provision of health services. As a result, premises may be certified in accordance with the requirements of regulatory enactments.

According to the information of the National Health Service, the feldsher is a medical practitioner who provides the provision of primary health care services. The feldsher performs patient care, participates in the treatment, deals with patient education in health matters, as well as investigates patients, diagnoses the disease and treats the treatment in accordance with his or her qualifications. The feldsher must conclude a contract with the National Health Service so that the service can be formally provided to customers.

The municipality of Rezekne supports and provides accommodation for family doctors. All this is done with the aim of ensuring that the primary health care service is available to citizens closer to the place of residence. In the municipality of Rezekne, the services of the family doctor may be obtained by 20 practitioners of the family.
