Reorganisation of capital companies will be started in Rezekne municipality

On 25 August, the agenda of the Rēzekne District Committee on the working model of local capital companies of the municipality of Rezekne has been examined. The Executive Director of Rezekne, Jānis Troškas, was recommended to set up a working group to develop a detailed, economically and legally justified business model of capital companies in the municipality. In examining that question, it was concluded that it would be appropriate to divide the municipality into three zones between three existing capital companies, thereby improving the management of capital companies, optimising administrative resources and costs.

A year ago, the municipality of Rēzekne Municipality, together with the then Viļānu municipality, took over in its management three capital companies belonging to the territory – SIA “Viļānu Hospital”, SIA “Viļānu warmth” and SIA “Viļānu housekeeper”.

Currently, the local government's participation in all the capital companies that have jurisdiction in it is continued – the local government SIA “Maltas apartment-utility holding company”, SIA “Silent heat”, SIA “Viļānu housekeeper” and SIA "Viļānu warmth. SIA“ Viļānu heat ”is planned to be added to SIA“ Viļānu housekeeper ”in the future. By August 5, 2022, SIA“ Viļānu hospital ”was converted into a municipal institution“ health and social care centre “Viļāni”.

By order of the Chairman of the Council, a working group will be established which will be chaired by Janis Troška, the executive director of the municipality of Rezekne and the holder of local government capital shares in a capital company. Working group will work Laura Vilka, Financial Analyst of the Internal Audit Division, members of the board of directors of capital companies - Renars Vabals (SIA “Silent heat”), Andrejs Daugerts (SIA “Viļānu housekeeper” and SIA “Viļānu heat”), Aigars Metlan, (SIA “ALAAS”) and Jānis Kravalis (SIA “Maltas apartment-utility holding company”), head of the management of THE Nautrēnu association Livia Plavinska, Managing Head of THE Dricānu Alliance Andrejs Tsarud, Managing Head of THE Kaunatas Alliance John Alexandre, Head of Government of the Maltese Alliance Edgar Blinov, Head of the Regional Development Planning Unit of Rezekne Edmunds Džiguns, and a member of the Rēzekne District Council Georgios Jevsikov, Chairman of the Standing Committee on Economic Development. 

The aim of the working group is to analyse in detail the existing situation in the areas of water management, heating and municipal waste management, to prepare a balanced economic and legal basis for the adoption of the final decision. The work of the working group should be completed by 1 November 2022.

Work is currently being undertaken on the collection of the revenue and expenditure of parish utilities, as well as the collection of residents' debts, the identification of fixed assets that could be transferred to capital companies. An exception is a Viļānu association where such work will not be performed because it is committed during the previous period. In order to be able to transfer municipal property to capital companies, the assessment of a certified valuer will be necessary.
