THE reconstruction OF Silmalas kindergarten was launched in cooperation with the United STATES Armed Forces.
On the afternoon of 6 June, in the presence of Minister of Defence Raimonds Bergmanis, the extraordinary and authorised Ambassador of the United States of America Nancy Bikofai Petitai (H.E. Mrs Nancy Bikoff Pettit), the reconstruction project of THE Rēzekne municipality, Silmalas, is celebrated. The warmth of the kindergarten facade with funding from the United States (US) will be carried out BY US military engineers, while the municipality of Rezekne will change the roof of the garden.
The joint civil-military cooperation project of THE U.S. Armed Forces in Europe, THE U.S. embassy in Latvia and the municipality of Rezekne Municipality is important with the fact that THE US and Latvian military engineers and local builders will be working together in the implementation of the project. The basic work of the project will be performed by military engineers, to whom these works will enable improvement of their trade skills, while the supply of materials, technical expertise, as well as quality supervision in accordance with Latvian Construction Standards will be performed and a guarantee obligation will be taken by local construction entrepreneurs selected by the tender procedure – SIA “velve-AE”. On the other hand, the simplified renovation of the roof, for which a separate procurement was proclaimed by the municipality of Rezekne, was entrusted TO SIA “Green building”.
Construction works on Silverland will take place throughout June. It is important to emphasise that THE US and Latvian military engineers do work as practical training – this means that neither Latvia nor THE US side will pay any remuneration for this work to soldiers. In addition, the reconstruction works are costly by engineers and not soldiers who otherwise participate in military operations.
“Civil-military cooperation projects help not only local authorities to organise public buildings, but also enable THE US and Latvian military engineers to develop their skills and cooperation with soldiers of other countries,“ in the presence of the present, ”said the Vice-President of the Rēzekne District Council, Elman Pizāne.“ This project will make a significant contribution to the whole local community, so thank everyone involved in implementing the project. ”It should be noted that similar projects have been carried out in other parts of Latvia for several years, including repairs of the deed medicine at the 8 th Secondary School of Liepaja, the repair of the training tower at Ventspils firefighting depot, the replacement of the roof and the warmth in the 1 st secondary school of Ogre, the change of windows in the Alūksne E. Gimnia, as well as the renovation of the Naujen children's house building, and other projects.
As Director of THE Silmalas pre-school education institution Yelena dzene, kindergarten roots are to be found in a far-reaching 1907. “We have 109 years for our institution. Most OF THE population OF Silmalas parish have been trained directly in this training institution for several generations. This year, 50 children from Silmalas and Maltas parish are visited by kindergartens alone.“ A number of educational programmes are implemented in kindergarten based on children's age, development capacities and interests. Yelena's girlfriend knows that since 1992, the educational institution is located in the village of Gornica, a two-storey building built in 1989, which has just begun reconstruction works. “In order to provide more pleasant conditions for both children and employees, as well as saving money on heating expenditure and creating a clearer environment, we have been trying to warn the building for a while, but it is very expensive, so we are glad that we have been lucky to get both financial and labour aid.”
At the start of the work, the kindergarten in the courtyard was jointly planted Liepiņa, symbolizing cooperation and joint work so that children would have a more sunny future. As the leader of the kindergarten emphasised: “This will be a great example when we see soldiers working for peace and growth, with the aim of building and building, and hopefully no day will come when they are to be protected.”
