The Latgale Planning Region as a leading partner, in collaboration with five Latgale municipalities – Daugavpils City Council, the municipality of Rezekne, the municipality of Latvia, the municipality of Dagda Municipality, the municipality of Daugavpils District, and two co-operation partners from Pleskava district (Russia) – Porhova district administration and Pleskava district guarantee and business development fund – has launched the Latvian-Russian cross-border cooperation programme 2014-2020 project LV-RU-018 “crafts without borders”, acronym Craft (crafts), implementation.

The overall objective of the project is to promote the development of crafts by encouraging the creation of new common products and services through the use of available local resources and traditional skills, as well as supporting craftsmen in the launching and promotion of entrepreneurship. The project focuses on craftsmen as the keepers and promoters of local culture and traditions, the creation of new products and services. The project focuses on the following traditional crafts – metalworking, textiles, including weaving and sewing, wood processing, ceramics and glass processing. The development of new ideas and initiatives in the crafts sector will be encouraged by increasing cooperation in the cross-border region.

The project aims to improve infrastructure in existing cultural historical sites, which will promote the development of tourism services by organising exhibitions, creative workshops and interactive masters for both craftsmen and visitors – the creation of ceramics and metalworking workshops in Daugavpils fortress in the 8 th bastion powder basement (Daugavpils City Council), the development of Lūznavas muiža smoke (the municipality of Rezekne municipality), the house of the Award craftsmen (local government of the awards), the development of the forest processing and metalworking workshop of the municipality of Andrupenes (municipality of Dagda), the restoration of the textile manufacturing workshop premises in Rainis's house in Berkenele (the municipality of Daugavpils municipality), the development of ceramic workshops and mini farm in the house of the amateur district of the Porhova district of Pskov (Daugavpils municipality).

In order to support local craftsmen in the creation and promotion of new craft products, the project will purchase specialised artisanal equipment in 10 different locations throughout Latgale – Pleskava cross-border region (Riebiņa, Kraslava, Ilūkstes, Aglona, ruguay, Preilu, Livana, Cibla District Municipalities, Porhova district and Pleskava district). It can be used by both craftsmen and creative workshops and masters.

The project will promote the promotion of common tourism products and services by developing a common internet platform for the promotion of new products and virtual exchanges of craftsmen and the exchange of experience. Various activities will be organised – training sessions for craftsmen for development of new products and services and promotion of entrepreneurship, craftsmen and audiences of cross-border creative workshops, amateur fairs in Latvia and Russia, organised international crafts conference.

The total budget of the project is EUR 799 740,50. The co-financing of the project from Latvia - Russia's cross-border cooperation programme 2014-2020 is EUR 719 766.45.

The project implementation period is 24 months.

The first meeting of partners took place on 19 August 2019 in Latgale Planning Region, Daugavpils, where the main objectives and activities of the project were discussed and the issues of interest were discussed at the start of the project. Iveta Kalina, Head of Latgale Planning Region, spoke to all partners and wished all successful joint projects.
