Aid to “investment in tangible assets”

The Rural Support Service (LAD) shall announce the adoption of project applications in two sub-measures of the measure “investments in tangible assets”:

  • “Aid for investment in agricultural holdings”
  • “Aid for investment in processing”

The adoption of first-round project applications in sub-measures will take place from: 8 December 2014 to 15 January 2015.

 Sub-measure /wp-content/uploads/2014/05/Noteikumi_Nr_34_par_iepirkumu_organizesanu_lab_2020_veidl.docAid for investments in agricultural holdings the objective is to support agricultural holdings to improve their economic performance and competitiveness as well as to contribute to the development of the cooperation.

The applicant may be:

  • agricultural holding – a legal or natural person who has produced the products referred to in Annex I to the Treaty on the Functioning of the European Union in the last year, except fishery products and domestic (room) animals and animals not covered by the breeding and animal breeding law (hereinafter – agricultural products);
  • a natural person who intends to establish a farm or obtain the status of a merchant or a legal person who intends to commence the production of agricultural products;
  • an appropriate agricultural service cooperative company which has received compliance status in accordance with the laws and regulations regarding conformity assessment of agricultural service cooperative societies and forestry service cooperative societies.

Public funding available for the first round in the sub-measure “aid for investments in agricultural holdings”:

  • for agricultural cooperative societies: EUR 4 500 000 (four million five hundred thousand euros);
  • for agricultural holdings: EUR 65 943 776 (sixty-five million nine hundred and forty-three thousand seven hundred seventy-six euros) broken down according to the company's financial turnover.

Sub-measure Aid for investment in processing the aim is to increase the efficiency of the processing of agricultural products and increase the added value of products by promoting the development of a competitive cooperation and the development of sustainable agricultural production and the introduction of innovation in enterprises.

The applicant may be:

  • a legal person (including a cooperative society) who is engaged in the processing of agricultural products in an agricultural product processing undertaking (hereinafter - processing company);
  • a legal person who intends to commence the processing of agricultural products if the viability of the project has been demonstrated (in accordance with the requirements referred to in Paragraphs 15, 16 and 17 of Regulation No. 600) and the provision of basic raw materials (hereinafter - new processing company);
  • a legal person who deals with the processing of agricultural products in domestic conditions (hereinafter - producer in domestic conditions).

The first-round public funding of the sub-measure “aid for recycling” is EUR 16 197 836 (sixteen million one hundred ninety-seven thousand eight hundred and thirty-six euros).

The end date of the implementation of the submitted projects, if investments are invested in the acquisition of capital assets of production – one year from the taking of a DECISION of THE LAD regarding approval of the project application, if construction, conversion and acquisition of fixed capital assets have been acquired – two years from the decision of THE LAD to approve the project application.

The projects will be implemented under the European Union Agricultural Fund for Rural Development (EAFRD) and Rural Development Programme (RDP) during the 2014-2020 programming period.

Project applications shall be submitted by MEANS OF a LAD electronic login system or in conformity with the electronic documents law, or in personal LAD regional agricultural administrations or LAD central apparatus at the Customer Service Centre of the Ministry of Agriculture, Riga, Republic of Republic 2, 2 nd floor lobby (tel. 67095000)
