Every child in the world comes to be happy, loved and cared, but unfortunately, not all babies can. If, for some reason, Momma or Dad can't care about a child, one of us can come to help, becoming a foster family.
A foster family is a family who provides care to an orphan or a child who is left without parental care until the child can return to his or her family or, if this is not possible, is adopted or guardianship is established. To qualify for a foster family status should be between 25 and 60 years of age. Exceptionally, if it is in the interest of the child, a spouse (person) who does not comply with that age may be eligible for a foster family status. In such a case, a psychologist's opinion regarding the suitability of the spouses (person) for the performance of the duties of the foster family is mandatory.
A Orphan's Court may refer a child to a foster family if:
the parents of the child are dead;
the child is found;
the parents of the child have been deprived of custody rights by a court judgment;
parental rights of the child of the child;
the child is in danger to his or her health or life;
there has been a conflict between the child and the parents;
parents are long-suffering or imprisoned.
How to become a foster family?
The Orphan's and Custody Court shall submit a submission in a specified form regarding the granting of foster family status, as well as a medical certificate regarding the state of health.
The Orphan's court shall examine documents within a month, examine the living conditions of the spouses (persons), as well as motivation and the ability to raise the child.

The Orphan's Court shall, within one month of the end of the course of the course, negotiate with the spouses (person) and take a decision regarding granting of foster family status or refusal to grant foster family status.
When a foster family status is granted, information regarding foster family is included in the foster family register and information regarding foster families who can take children (indicating the contact telephone of the Orphan's court) is published monthly on the website of the Ministry of Welfare.
When inserting a child into a foster family, a contract is concluded between the foster family and the local government.
Foster family shall receive:
a remuneration of eur 113,83 (80 Ls) per month irrespective of the number of children transferred for cultivation;
the allowance for the child's diet (not less than the minimum amount of maintenance prescribed by the Cabinet for the child);
the allowance for the purchase of garments and soft inventory in the amount determined by the local government. In the event of a benefit, clothing, footwear and other materials necessary for the child may be issued;
the support and assistance of the local government social worker in solving problems.
The Ministry of Welfare shall ensure the provision of psychological assistance, information and methodological support to foster families, as well as the training of foster families.

According to Ilona Delvere, head of the Rēzekne District Court, Ilona Delvere, on issues related to the creation of a foster family, consultations may be received in the Orphan's Court of Latvia. “Create a foster family, that's the decision.” A conversation in the Orphan's court may also be a first step for those who still consider how to help children to provide a happy childhood and the right to grow up in the family to help children learn the skills necessary for life, which, unfortunately, cannot be fully accomplished in the children's house, no matter how well the employees work there. If someone feels a true call to help, feeling a desire to take care of children in difficulty in his family, if he has decided to obtain a foster family status or that decision is still being weighed, he may be able to turn to the Orphan's Court of his place of residence, where all the unclear questions will always be answered, assisted by the settlement of formalities. It is true, of course, that the person or spouses will be assessed on the basis of certain criteria in order to determine their relevance for the acquisition of foster family status. '
