General meeting of the population in Sherjans

Number of the newspaper “Rezekne Ambassador” at number 13 (No. 92.) a letter of Stružānu parish residents “want another manager” was published. A letter of the same content was submitted to the head of the municipality of Rezekne, Monweed Schwarz. In view of the willingness of the people who signed the letter, it was decided to convene a general meeting of the parish population on 19 August, however, on the date of the election OF Stružānu, the head of the municipality, Vilis Tutin, was unable to arrive at the meeting, it was moved to 26 August. But this meeting, to which 108 parish residents had arrived, took place without the presence of the manager, as he still had a sickness page.
In order to form a discussion with residents, the Chairman OF the Rēzekne District Council OF Monvīds Švarcs, the executive director of the municipality, Janis Troška, head of SIA “Sherjans warmth”, Renars Vabals, parish management employees, head of unit.
AT the beginning OF the meeting, Monvīds Švarcs called for an assessment of the situation in an objective manner, not at the level of emotion – like it.
Ivars igrais, Director of the New Junior School, informed the present that the parish management staff and department leaders had submitted a letter of reply signed to Mr Schwarz k, which lists the works that have been performed in the village during the last half of the year due to the active participation of the parish leader Viļi Tutin.
On the other hand, THE President of the Consultative Council OF Stružānu, Ināra Omuls, listed those issues which led to a lack of trust in the head of the administration. As the most painful Mr. Owen mentioned the hasty and final order in May for the swift (within a month) of water meters and mandatory installation in apartments. It gave a panic to the people, because nobody knew and did not understand how it was going to be set up. At that moment, the SIA “Silent warmth” was recommended to search for the Rēzekne firm, who can perform these works. Of_course, the firm was driving and doing, but the result was not the best thing – someone paid hard money (over 100 EUROS), some kind of shit (especially the old people) who had a very poor job, and then they had to call the assistants of our own plumber. People fell in despair as 1 June approached (the date until which water meters were mandatory), but for most of the population, it was not possible for financial reasons to do so by that date. After that, there was information that the time period of installation of meters was extended until 1 July, then until August 1, that these works would now be carried out BY SIA “Silent warmth” etc. As Mr Owen said, the driver's side was very lacking in particular information, communication with people, responsibility for his words and works. Self-praise and evasion – most of the population characterized the behaviour of the parish leader in the given situation.
The question of why the Order of the municipality of Rezekne was not executed, which determined the installation of water meters in 2012 in all municipalities, remained unanswered. As Mr Schwarz said, the management of the municipality was misled by the leaders of the then Shergana parish and the leaders of SIA “Sherjans warmth”, confirming that the water meters were all in order.
Similarly, people addressed the question of why children's sandwiches (new sands) were not properly arranged throughout the summer and had at least a minimum number of children's toy courtyards?
Questionnaires/applications for accession to distribution networks (“Latvenergo”) were also caused by indignation, which the population had to fill in compulsory. As a result of completed applications, people now begin to receive letters that cause incomprehension once again.
Many questions in this meeting were also addressed to the management of SIA “Silent warmth” – for new rental contracts which do not satisfy tenants, the true accounting of electricity, the attitude of employees of SIA “Sherjans warmth” to residents, the repair of staircase outdoor doors, the change of windows in apartments, the purchase and privatisation of apartments, the education of employees and compliance with the position.
In the sound of the meeting, the people asked who controlled the work of the parish administration, the mistakes, the incompetence, to which Mr Schwarz replied that this was done by the municipality of Rezekne and by the internal auditor.
In gathering all the questions and opinions expressed in the meeting, Monvīds Švarcs said that, for the time being, on the basis of a letter from the population, the municipality of Rezekne does not have a legal basis for giving a basic job to Mr Tutin, but he will certainly be negotiating with him when conclusions have to be drawn on all the events that have taken place. Mr Schwarz also promised that we will meet in Sherjans about a month later, at a regular meeting, in which Mr Tutin is hoped that Mr Tutin will also be present in order to discuss and find the solutions of all the painful issues, not at the level of emotion, but in an objective, active manner and by communicating with the two stakeholders.
