Informs about the new parish model

In order to inform regarding the evaluation of the performance of the administrative structure of the municipality of Latvia, the heads of parish administrations and accountants were gathered in the large hall of the municipality of Rezekne. According to the “Rēzekne Municipality Sustainable Development Strategy 2033”, four regional development centres in Dricans, Kaunas, Malta and Nautriene will be developed and developed.
The chairman of the council, Montweed Schwartz, informed the present that the reforms are being carried out in the light of the public scrutiny of the expenditure of the municipality of Rezekne in the maintenance of the accounts. As a result of reorganisation, it is planned to review the existing parish administration as a number of local authorities, while maintaining the identity of each parish, that is, the name, boundaries and autonomy of the parish, regardless of the legal form of the parish administration, while reducing the total number of accounts. The consultation will offer a structural design from four parish associations with at least one secondary school in areas as well as a local government development programme. This will allow more efficient planning of both pupil transport and other economic and organisational issues while at the same time saving funds. In selecting a model of these parish associations, factors such as national and local government road network, pupil transport routes, access to public transport, historical links between parishes, including the locations of existing educational institutions, were taken into account.
Jānis Troška, executive director of the municipality of Rezekne, presented the presentation of the parish association model, with the objectives and tasks of the reorganisation, analysed the existing situation in the field of accounting maintenance, as well as possible solutions after reorganisation. There were also answers to the questions present.
Montweed Schwartz emphasized that the changes of the parish management structure will not worsen the quality and accessibility of local government services to the residents of the municipality, ensure the independence of the economic activity of each municipality in accordance with the determined competence: “every parish resident will continue to receive services like so far, there will be libraries, cultural houses. The reforms focus on reducing administrative costs, but the money saved will remain parish."
In order to assess the operational efficiency of the administrative structure of the county parish administration and to draw up a proposal for the model of the parish management structure, four working groups have been set up, which comprise the head of each parish administration and the chief accounting officer, but representatives of the public advisory councils will be invited as observers. Meetings organised by the working groups will begin with 5 March, but reports on the work and proposals will be submitted to the territorial permanent committee of the Council of Rezekne until 12 April.
