New ideas and impressions after the visit of Zemgale municipalities

In order to familiarise himself with the implementation of the projects in other municipality, on 26-27 October, the employees of the local government development planning department and the parish representatives took up the current project experience exchange trip.
The trip started in Jelgava municipality, where the hosts visited the municipality of Jelgava and met the projects implemented. The leader of the Jelgava Municipality Development Unit, Lonerte, spoke about projects carried out in Jelgava District. Jelgava municipality proud to be proud of its producers, and a large number of work is carried out in support of them, for example, with the support of the council, the household production shop “craftsman” is working. In support of domestic producers, the municipality of 2014 established a trademark “local producer – proud pride”. It aims to support the production companies established in the administrative territory of the municipality of Jelgava, promote and promote the recognition of the various products produced in the Jelgava municipality. The trade mark may be used by entrepreneurs of Jelgava municipality, promoting their products in Latvia and beyond. The advantages of a sign - increase the visibility of the operator's production in the range of other goods, popularize its product in Latvia and beyond its borders, may be used in the visual presentation of the measures, representation material and various souvenirs, the trade mark certifies that the origin of the product manufactured or marketed is the municipality of Jelgava.
Further, the road led to the Lielupe Manor, where THE EAFRD project “to preserve the Simplified Renewal of the Great Higher Manor Space” is being implemented. A great impression was created by the next object – the Manor Manor, which has started to be restored in spring of that year. 5 LEADER projects are being implemented in the estate.
On the second day, the road led to Bauska, where the staff of the municipality's development department talked about the progress made in the projects. In order to give an impression on the progress made in the projects, the representatives of the Rēzekne municipality were invited to the Bauska District. The Bauska District Registry and the Bauska Tourism Information Centre, where the free exhibition “weighs and Mayors in Bauska” is located at Bauska. Here you can find out about the history of the Riga House, the ancient weights and measures in the Duchy of Kurzeme Zemgale, as well as the possibility of weighing and measuring in ancient units of measurement – in flowers and cubits, upon receipt of a certificate.
At the Bauska Museum's branch, “V. Plūdowne Museum” was offered to look at the newly discovered objects - the restored wheelhouse and the clan. The restoration project was supported by the municipality of Bauska and the European Agricultural Fund for Rural Development.
The Mezotnes Palace was also considered, but as the last object was the farm “Kršjanņi”, where visitors are offered not only 16 cheese types but also exotic things like sheep's milk yoghurt and ice cream.
All the drivers were very grateful to the main planner, Ligita Harchevsk, for the interesting selected objects: “the main criterion for choosing objects was that it was an organized, created, improved object as a result of municipal projects, preferably appropriate for the tourism sector.
There are no municipal projects in the Abgunite Manor, but it is a good example of how active and professional working, writing and implementing projects can be arranged (it seems impossible) to create a large object.
The cases to be displayed in Bauska were selected by the local government specialists of Bauska. Unlike the Jelgava municipality, and also from our municipality, Bauska municipality shows less activity to work with domestic producers and to organize and improve tourism objects. ”
In the Rēzekne municipality, the project manager Inga Zapāne, the project manager of the local government development planning department: “In the event of an exchange of experience, i had a fascinating Abgunste manor from the Jelgava municipality, where a new family would turn the mud into a fairly fast pace into a pearl or a place for all kinds of art creative activities. A nice feeling left by a visit to Male Mountain, where the family, in order not to get away from his homeland, found his way of acting by joining a bunch of domestic producers with his cheese and other products, the interesting events with beautiful gowns in the Lielupe Manor.

Lūznavas Manor Cultural Project Manager Inga Drail: “It was important for me to experience the experience of pins and mud, their business models, cooperation opportunities with local governments, cooperation in the context of projects, project ideas. From the point of view, i found that there are possible solutions to all the interests of the parties, the human burns and ideas, the initiatives that seem to be unachievable. A few days after the trip, behind the great delight from the sight, i went to Zosse's Manor (Galicina Summer Manor) to see what state it was. Unfortunately, there is no need for a unique historical heritage here, a wonderful corner of nature, a unique village where there is a 200-year-old church, more than 100 years old. I want to put positive thoughts on the air that there will be a center of creativity, a place to inspire. '
In Rēzekne's municipality, Anita Verchinska, head of the parish council of Feimaņu, was once again satisfied that the TV show did not match the reality. In the show, the “real Latvian housewife” Mālkala Inara was the Sherpa Zemgale, but in reality i met a very ambitious, hospitable, open and positive person. Envious is the susceptibility of Abgunste Manor and z/s “Krišjana”.

Brigita Arbidane, head of the development planning department of the municipality of Rezekne, “particularly liked the work organisation of the Jelgava District Development Unit, as 13 project managers were employed on all 13 rural areas. It is a strategically correct and sustainable approach to ensure maximum funding for the local government in all areas. One full-time employee to parish - a great opportunity to maximise EU project funding. In addition, the staff specialise in areas - cultural, educational, social and infrastructure projects - thus maximising the experience of employees and strengthening competences in a particular area. The various experiences of the management of the mud were fascinated! We were in 4 customs - 2 private and 2 municipalities. In particular, the owners of the Abgunste Manor, who implement more than 10 projects and rapidly make up the externally renovated mud as a place of saturated creative activity, artistic and cultural events, and ancient breaths of nightmare. On the other hand, the municipality of Bauska conducts ambitious infrastructure projects (building of a basin and business library) on the municipal budget and borrowing funds. The residents of Bauska municipality and tourists can enjoy and use the illuminated footsteps in the city of Bauska. In addition, Bauska is positioning itself as a festival city, so the promotion of tourism is carried out by the construction of such important cyclists, gradually forming a cycling network in the surrounding area of Bauska.”
The Rēzekne municipality's Head of Local Government Development Planning Unit Anna Jaug's project experience exchange visits are assessed positively: 'It is always helpful to identify problems that are often similar, are addressed in other local governments, how human and financial resources are planned and what methods have been found to improve the business environment in order to manage cultural history objects in order to create a better and more attractive tourism offer. It was also helpful to visit small domestic producers, watch the presentation of the product, which marketing concepts were selected, taking into account a small budget available.
Jelgava municipality is a great exchange base for the administrative similarity of the two municipalities - a municipality with a large number of parishes, with a city in the middle of a municipality, which is another municipality, thus linking the budget with directions incorporated in development planning documents is a complicated process. Both Bauska and Jelgava municipality have developed their approaches to the management and development of cultural heritage. The conclusion of the recently degraded object - Abgunstes Manor is that it is often not necessary to prepare the object to the ideal state so that it is a fully-fledged tourism object. It is important to pay attention to stories that can burn the atmosphere and make people not only unaware of the gaps but also turn these gaps into an object of the object. After the visit of Zemgale municipalities, several ideas have also emerged for parish specialists who are dealing with development issues in a wide range of domains. '
