Field consultants — non-substitutable fields

In order to strengthen business support for 25 Rēzekne municipality parish, SIA “Latvian Rural Consultation and Education Centre” in cooperation with the municipality of Rezekne has been providing jobs for ten rural development consultants for a second year. Questions relating to direct payments, animal register, milk quotas, insurance, best seed selection, rural block maps — it is a daily routine for all rural development consultants, including Anastasia Saleniece, who works with THE farmers of Nautrēnu and Shergana parish. “Sometimes when you write a project, someone even calls to find out how much social tax is,” Anastasia says. It is even difficult to count how many and different questions need to be known to the person who deals with agriculture, but the farmer himself does not have time to “sail” through all the changes and innovations of the law, so rural advisors in parish, like Mr Saleniece, are the people in the right place.

Anastasia Saleniece Nautrēnu parish began working together with Latvia's accession to the European Union on 1 May 2004. Nowadays, because she is currently the person who helps farmers to “cook” the requirements of the European Union and the regulations. “I don't know,” Anastasia says almost as the motto of his work, “at least the basic level must know all about and around agriculture, and it is important to learn more information.” Anastasia also frequently participates in various seminars and lectures, constantly being at the top of the latest events: “the amount of information is enormous, but it is very helpful at work with farmers.”

The agricultural consultant says that people are most interested in livestock farming. Since THERE are approximately 60 organic farms in THE parish OF Nautrēnu, many questions are also on the subject. The interest of farmers is so large that, at times, Mr Salenieces's office IN Nautrēnu parish administration, where she accepts visitors on Mondays and Tuesdays, even creates a line. The Rural Development Consultant has counted that in the days of acceptance, up to 16 visitors are turned, and in addition to the unclear questions of people, answers are also given by telephone. “Sometimes it comes to me only to help me order the tags of the eartags or animals.” Although it does not belong to my responsibilities, i do, because at the time, i can also tell a different news or encourage them to participate in a programme. The person must receive the service as close as possible to his place of residence: that is my conviction. While there are still small farms on which cooperation is based, we must be delighted and supported so that these farms can not only exist but operate and engage in support programmes, ”Anastasia says.

The parish people can't even imagine how it would be if the rural consultant parish did not exist. “It's very good for the consultant to be on the spot,” says Sir Namson, owner of the Household farm, “otherwise too much time would be spent on the way – while they go to Rezekne while they find out the information they need while they arrive – and the day is dead. Maybe it's just something that needs to be done, for example, the sign of designation must be taken or completed, but the time must be spent and spent. 'The parish farmers rely on Anastasia, saying,“ even if she doesn't know anything, she'll be sure. ”Anastasia“ destroys the law to the bone ”and then tells us in a human language.”

Without consulting in parish administration and telephone, rural development consultants also organize seminars. As Mr Saleniece said, people would be surveyed before the seminars were organised, identifying issues that farmers seem to be topical or vague and which would be worth explaining more widely during the seminar.

Anastasia is well aware of not only the various agricultural issues but also the problems of the sector. For farmers throughout Latvia, the question is the buildings. “How many farmers in their hands and the money they earn can build a new barn, barn or warehouse?” says Anastasia rhetorically. “Most of the owners are in Soviet times, most of the buildings built in the 30 s. The European Union co-financing of new agricultural building projects is too complex, but so much of his money is not available to farmers. In addition, all free funds will be invested in more urgent cases, such as the technique. 'Similarly, agricultural consultants are concerned about the market outlet where young farmers are too complicated.

Although there is a lot of national unresolved issues in the sector, Anastasia says that the work of the rural development consultant is an interesting and most welcome opportunity to help the co-workers: “both at times when i have helped a new master to arrange documents to start business and in small cases, such as when a man from Rezekne brings the earthtales, the sincere“ thank you ”that i receive is the highest remuneration and helps to keep working,” says Mr Saleniece.
