The work of parish counsellors will be reorganised in 2016

At the meeting of the Rēzekne District Council on 17 December, it was decided to reorganise the work of terrestrial specialists in the municipality of Rezekne and, with effect from 1 January 2016, establish a new administrative unit of the municipality of Rezekne – land management service.

According to the executive director of the municipality of Rezekne, Jānis Troška, such a decision was taken in view of the fact that the land reform in the municipality was completed, as well as assessing the workload, efficiency and utility of the existing parish administration specialists. “The need for such a reorganisation was to create an efficient functioning structure without increasing the total remuneration fund of the municipality. In the future, land-based specialists will no longer be in the county of parish offices, but as employees of the land management service, similar to what is currently the case with social workers who work on the site in rural parish, but are in direct social service, not under the authority of parish administration,” explains Janis Troška. Most of the work of existing land-based specialists will continue in the new unit, part of the staff will be transferred from existing administrative departments, but some of the existing staff posts will be lost. The selection of terrestrial specialists will take place in January, within the framework of the internal competition and will consist of one specialist on two parishes.

The new unit will also be responsible for administering real estate tax, which is very closely related to land affairs. The Executive Director of the Municipality emphasizes: “For citizens, these changes will in no way prevent all land-based and leasing services in parish, on the contrary, the quality of these services will increase. The population will not have to go to the centre of the municipality and no additional costs will be incurred. '
