2016 The Rezekne municipality of Rēzekne has started with a well-made sense of work – after 25 working years, when not least a complex problem has been solved and various responsible decisions have been taken, a decision on completion of land reform in the municipality has been taken at the meeting of the Council in autumn 2015. In order to express gratitude to the earthquake specialists regarding the work done, as well as to discuss further work, the specialists gathered on 13 January to meet in the municipality of Rezekne.
“The work on land reform was not easy,“ said the Senior Land Affairs Officer of the municipality of Rezekne, March Wizule, “much was worked, analysed and revised lists, solved problems, decisions taken and many things that are not even possible to be accounted for, but there is now a great satisfaction that, by working together, we have gone this way to the end.” Martha Wizule wanted to be as humane and positive as so far: “only with her good thoughts and works, we are creating peace, understanding and satility both in the family and in the workplace and around the world. It must be said that several specialists have “coded up to the bone” issues of land management, since they have worked in this area for more than 20 years. These include: Aivars Vigups, Aivars Potch, Arvīds Baranovskis, Antoņina Chistjakov, Antonia Lebus, Laimdota Melne, Maria nizina, Maria Jacheikina, Victor Grisunov, and Victor Shun.
With the conclusion of the land reform and assessing the extent and utility of the work of the land specialists, it was decided at the meeting of the Rēzekne District Council of 17 December 2015 to make changes to the work of the land specialists. “The need for such a reorganisation was to create an efficient functioning structure without increasing the total remuneration fund of the municipality. In the future, land-based specialists will no longer be in the list of county offices, but as employees of the land management service, similar to what is currently the case with social workers who are working on the site in rural parish, but are in direct social service, not under the authority of the parish administration,” explained the executive director of the municipality of Rezekne, Jānis Troška.
As the head of the newly created land management service, Juris Zvīdrins, assesses the parish of the following land specialists, Silmalas civil parish was taken into account as a reference point: “this parish is the largest number of land units that will need to be continued, so the single load of the Silverland parish specialists was taken as a basis for assessing the amount of work in other parishes as well. Similarly, as far as so far, the full load will remain in Signagala and Kantes parish together. The parish, where the duties of the earthquake specialist were carried out by the clerks, such as Gaigalava, Berzgale and Lanji, will remain unchanged, and these parish loads will remain the same as it was so far,” said Juris Zavdrins. The major changes will affect the parish in which the work of terrestrial specialists will be combined with two parishes together, such as Dricana and Strujan parish, Ozolaine and Ozolmuiža parish and elsewhere.

In order to select the most relevant land specialists who will continue to work, an internal competition is currently under way. In the municipality of Rezekne, the persons working in local government institutions may apply for the eight vacant places of land specialists by 22 January. When selecting applicants, their experience with the organisation of land or real estate issues in the local government, the knowledge of the official language, education and computer skills will be assessed.
In the new regime, the Land Management Service will start from 1 February. Although the land reform in the municipality has been completed, the work will not be shortened for the new service – it is necessary to record the land belonging to the parish in the Land Register, as well as to continue work on land lease and tax administration issues. It should be noted that these changes will not interfere with all issues related to land-based equipment and leasing, similar to how to receive parish administrations so far.
