On the registration of decentralised sewerage systems in the territory of the municipality of Rezekne

On 1 July 2017, Cabinet Regulation No. 384 “Regulations on the management and registration of decentralised sewerage systems” entered into force. They determine the management requirements for the decentralised sewerage system and the registration procedures for sewage treatment systems which are not added to centralised sewerage.
The municipality of Rēzekne, on 6 December 2018, approved binding regulations providing for the provision and accounting of decentralised sewerage services, the procedures for registration of assenizers, liability for non-compliance with binding regulations.
The purpose of the regulations – to organise the provision of decentralised sewerage services to the population, to determine the requirements for the management of waste water and sediment stored in decentralised sewerage systems (purification, collection, transportation), monitoring and control requirements in order to protect human life and health, to ensure the protection of the environment and the sustainable use of natural resources, to ensure compliance with the requirements laid down in regulatory enactments in the administrative territory of the municipality of Rezekne.
The binding regulations No. 19 “regarding the procedures for the provision and accounting of decentralised sewerage services in the municipality of Rezekne” shall determine that the owner or possessor of immovable property located in the administrative territory of a local government, whose immovable property is located in a village area, whose borders are marked in the spatial plan of a local government, shall submit a certificate of registration of the first decentralised sewerage system in accordance with the model by 31 December 2019.
The binding rules shall apply to all natural and legal persons in the administrative territory of a local government, whose ownership or possession is a decentralised sewerage system, and for which a house or cottage is not connected to a centralised sewerage system, and for the collection or treatment of wastewater shall be used: industrial waste water treatment plants which have been treated in the surrounding environment and whose total capacity is less than five cubic metres per day, septicians (an industrially produced or individually manufactured container with 2 or more chambers of human-generated wastewater and faecal sediment with overflow in the environment after settling); wastewater reservoirs in which waste water, septic tank sludge, faecal or sewerage system cleaning waste is accumulated.
The minimum frequency for exportation of sewage and sediment to savings tanks, septicians and factory-built treatment plants will be different. For example, from septicians it will be approximately once a year, industrially manufactured treatment plants, in accordance with the technical documentation or instructions issued by the manufacturer of the installation on the operation of these equipment, while the households which have installed the sewerage beds will have to be emptied several times a year. The binding regulations of the municipality contain a formula, after which the owner will be able to manage and understand how often he will have to empty the savings tank. Both the volume of the tank and the number of persons declared in the residential house and the total annual water consumption of the person will have to be taken into account.
The binding rules set out requirements for assencing service providers. They will have to register in the municipality of Rezekne, meet a number of requirements, and enter into a contract with the operator of the specially designed sewage and sediment reception facilities.
The municipality of Rezekne shall invite owners or possessors of immovable property, the immovable properties of which are located in the village area, for which the borders are marked in the local government spatial plan, beginning in January 2019 in the relevant parish administration (after the location of the immovable property) and to perform the registration of the decentralised sewerage system.
