On the organisation of the work organisation of the Management of Citizenship and Migration Affairs in exceptional circumstances

Having regard to the information referred to in Sub-paragraphs 4.1 and 4.8, 4.34, 4.35 and 4.36 of Cabinet Order No. 103 of 12 March 2020, we are informed that the Office of Citizenship and Migration Affairs (hereinafter - PMLP), from 23 March of that year until the end of the emergency situation throughout Latvia, stops customer service in the face-to-face. This means that all 30 territorial units will be closed from 23 March 2020.
It will not be possible for persons to submit and receive personal identification documents (passport, identity cards) during this period. THE PMLP shall inform if the certificate of validity issued in the Republic of Latvia has expired, the personal identification document shall still be used for identification of the person during the announcement of the emergency situation. THE Head of THE PMLP or his or her authorised official may make exceptions to the issuance of personal identification documents if urgent need so requires.
In order to address urgent issues regarding personal identification documents (passport, identity card), please contact the nearest territorial division OF THE PMLP or the methodological management division of THE DEPARTMENT of Identity Identification Documents OF PMLP: 67219244. We recommend that you also use e-mail: pases@pmlp.gov.lv.
Foreigners who have stayed legally in the Republic of Latvia by 13 March 2020 and whose lawful residence expires after 13 March 2020 may continue to reside in the Republic of Latvia during the announcement of an emergency situation without creating a new residence permit or without obtaining a visa and maintaining the right to employment, if such are determined by the abovementioned residence permit or visa.
It should be noted that the documents for requesting or registering a residence permit and a visa must be submitted by foreigners only electronically, confirming the application and the documents attached with a secure electronic signature or by post.
