The Rēzekne municipality will assess the effectiveness of administrative expenditure

On December 5, that year, the municipal administration of Rezekne led the parish leaders to the current meeting. Its agenda included the completion of the 2018 budget, the structural changes of the expected parish administrations, changes in the organisation of labour protection and fire safety measures in local government institutions.
The Heads of State of parish were presented with the 2018 budgeting principles, the availability of financial resources, particularly in view of the increase in the minimum monthly salary. Attention was paid to the efficient, efficient and at the same time economic use of existing budgetary resources, focusing on maintaining the volume, accessibility and quality of services for the population. It was concluded that the increase in revenue estimated by the budget in 2018 is insufficient to ensure full implementation of all local government functions, including a review of wages for other employees, not just for the minimum monthly wages. The attention of the Heads of Administration was focused on efficient and efficient use of budgetary resources within the available funding. In assessing the local government budget possibilities in the near future, it was assumed that the total revenue of the budget will probably only decrease as the population is gradually decreasing. In the framework of the financial equalisation system, the population in the local government has a significant share and therefore needs to be sought out as a way out of this situation, thinking of a more efficient organisation of the work of the municipality.
Therefore, the heads of parish administrations were informed that work on the evaluation of the structure of the parish administration and subsequent possible reorganisation have been undertaken with a view to making the activities of these institutions more effective, namely to assess the number of existing institutions and their functions, to reduce the performance of accounting, labour protection, fire safety and a number of other expenditure, and to ensure the performance of the functions of part of the functions by outsourcing.
As a result of reorganisation, it is planned to review the existing parish administration as a number of local government institutions, while maintaining the identity of each parish, that is, the name, boundaries and autonomy of the parish, regardless of the legal form of the parish administration. The consultation will offer a structural design from four parish associations with at least one secondary school in areas as well as a local government development programme. This will allow more efficient planning of both pupil transport and other economic and organisational issues, while at the same time saving funds. In selecting a model of these parish associations, factors such as national and local government road network, pupil transport routes, access to public transport, historical links between parishes, including the locations of existing educational establishments, were taken into account.
The proposals will be submitted to the Council in the near future. In parallel, a working group on analysing the situation and preparing proposals will be set up. A large emphasis will be placed on local community activity and participation by organising meetings with citizens in rural areas, actively involving citizens' advisory councils. This process might take a few months to reorganization as early as the summer of next year and complete by the end of the year.
