On October 3, the President OF the Rēzekne District Council, Monvīds Švarcs, sent to Prime Minister Marim Kuchinsky a letter asking the full cost of compensation to be compensated by the farmers.
Due to the floods caused by the rain, Latgale, as well as several farmers in Vidzeme and Zemgale provinces, have experienced an extremely severe situation this autumn. In the areas affected by floods, the conditions of force majeure, which prevent harvesting of the harvest of that year, shall be prohibited. According to the compiled rural support service data, on October 3, 2017, 576 submissions have been received from the Rēzekne municipality for the deaths of the deaths, the floods caused by 11265,51 ha, damaged 4888.20 tons of hay, as well as the deaths of the planted winter winter in 152.31 ha.
On 29 August 2017, the municipality of Rezekne requested State aid to farmers in difficulty and invited the Cabinet of Ministers of the Republic of Latvia to announce the emergency situation in the administrative territory of Latvia, providing for the impact of the operation of the specified operation regime for agricultural enterprises for at least 24 months, as well as inviting the Ministry of Agriculture to implement entrepreneurs support measures to overcome the crisis situation.
Agriculture is a sector which contributes to a large extent to the survival of the region, as the largest number of enterprises in the municipality is linked to the production of agricultural products. The consequences of floods do not only weaken the material situation of agricultural enterprises but also threaten real bankruptcies. The closure of agricultural enterprises will increase social workload for local governments and contribute to the depopulation of rural areas.
At present, Latgale has the highest unemployment rate in the country – 16 % of the working population, but the ruining of small agricultural enterprises, which will certainly arise if the country does not provide its support in the critical situation, increases the burden on the state budget by increasing the number of unemployed and claimants.
In view of this, the municipality of Rēzekne calls on the Cabinet of Ministers to find an opportunity to cover the losses of farmers who are victims of floods at full cost.
