The municipalities and parish employees of the municipality of Rezekne familiarise themselves with the work of Kurzeme local government in the acquisition of projects

In order to familiarise himself with the experience of Kurzeme municipality in the acquisition of projects, on 20-21 June, the employees of the local government development planning department and the parish representatives went to Talsi and Dundaga. Mr Jolanta Skujeniece, head of the local government development planning and project management department, informed the Talsi municipality of the progress made in the field of acquisition of projects. Very interesting guests seemed to be able to obtain funding for the renovation of private houses in the historic centre of the city. “Maximum amount of funding of this kind is up to five thousand euros, several projects have already been implemented, helping to organize and restore the city's historical centre. We got the idea of attracting this kind of funding in Kuldīga and Liepaja," said Jolanta Skujeniece.
It was interesting to see the projects already done at the centre of the city, turning into the historic centre, as well as the leather recycling and weaving workshops. Then the representatives of the municipality went to Talsi District to see the castle, which is currently being restored by a private person. Nurmuižas's palace is a fortified building with a small inner courtyard. It was rebuilt on several occasions and the last time he had changed his features at the beginning of the 20 th century. The crane was followed by a wave of burnt burning, which took place in 1905. During the Second World War there was a hospital. After the war, the Palace of Laidzes College, and later the Soviet farm “Octe”, was located in the castle. The new owner bought the estate 14 years ago, the renovation works are not fast.
The next subject of the survey was the artisanal's “bones”, which is located in the parish of Talsi District. In the municipality of Dundaga municipality, project managers discussed their experience in the acquisition of projects, indicating that the successful acquisition of larger projects has been merged with other municipalities which have provided a successful result.
“With the help of European Union funding, Latvian municipalities have been able to develop, search and find their own identity by offering tourism and cultural products that are worthy of being positioned not only in Latvia but also in international markets, attracting not only product consumers (tourists) but also product builders (artists, architects, literates, musicians). And it is pleasant to observe that these processes have started in Latvia and they can not be stopped.
The municipalities use a variety of ways to involve citizens in planning their work. The Talsi municipality is an interesting example, as local entrepreneurs are interested in urban development and actively engage in strategic planning. By visiting Kolka Dundaga Municipality, an interesting moment was the use of Livonian culture in tourism. This allowed the tourist's opinion to understand the value of our Latgalian language, traditions and kitchens in the development of tourism product, ”said Anna Jaudzema, head of the development planning department of the municipality of Rezekne.
Bērzgales parish management council Janina Adijāne said that everything was very interesting in an exchange of experience, which was a great deal of gratitude for the travel organizer Ligitai Harchevsk: the work of the art school students in various techniques exhibited in Dundaga Castle was particularly liked.
In Kurzeme we found ideas about the diversity and presentation of stands. IN Bērzgales, under the direction of the head of the parish cultural house Dailas Ekimanes, the project “which is the past in research, the future in blessing” is implemented - the placement of information stands.
Such exchanges of experience are very necessary. Seeing how one or other idea is being realized by others, we can also learn to do it in the parish. "
Stoļerovas parish manager Aivars Lucas's opinion on the trip - it has managed to: "liked everything: both the company and the viewing sites. I was more interested in the meeting in the Talsi municipality, where we learned how other local government projects were working. An interesting object was Arlava Mazbanitis, a well-known rural environment for both education and entertainment. The nightmare at the very shore of the sea also gave his charm. I had a personal interest in Cola's industrial history, because in the inland we don't have a sea that creates another rhythm of life...
The work is useful for the experience of other municipalities and the possible activities of rural areas. Such measures extend our vision, which we can turn to local entrepreneurs. "
Brigita Arbidane, head of the Rēzekne Municipality Development Planning Division, acknowledged that he particularly liked the work organisation of Talsi municipality projects: “there is a development or project division working with the entire municipality parish in all projects. In my view, this model would be useful, too, only in a reasonable way through the planning of project managers, as the leaders of the Talsi municipal projects are actually already overloaded and that is largely a matter of intelligent human resources management.
I will have new contacts with the Talsi and Dundaga municipal colleagues, as one spheres specialists are usually faced with similar challenges in their daily work and the experience of solving common problems opens up the roads that are expected to be a good result. In addition, at the beginning of the present, further communication with other local government colleagues through e-mails is always faster and more mutually productive.
It is very useful to know the experience of other Latvian municipalities so that they do not have to invent their bicycle, as it is confronted with the experience of our employees, but there is also some innovation in each local government that we can draw on our future development projects. Just introducing the experiences of neighbors can understand where we must learn from them. As well as always admitting that there are things or events that have already been successfully carried out in our municipality. Therefore, it is important, both for the generation of new ideas and for raising self-awareness, to go at least once a year to such exchanges of experience in all areas of the field, particularly the leaders of the sectors, in order to successfully guide their activities in the direction of development rather than stagnation. ”
