Rezekne municipality project specialists visit Vidzeme municipalities

In order to see the projects implemented, the ideas are exhausted, as well as to establish personal contacts for the development of co-operation joint projects in the future, the employees of the municipality of Rezekne, from 18 to 19 May, went to four municipalities of Vidzeme – the municipality of Alūksne, Smiltene and Cesvaine, as well as the city of Valmiera.

Project managers of the development planning department, professional activity specialists of educational-business contact points, Ligita Harčevska, Lūznavas manor employee Ilona Luse and Ozolaines parish head Edgars Blinovs took part in the experience exchange trip.

“It is a good solution for the economical use of space,” the project manager Brigita Arbidane told the project manager Brigita Arbidane. “Good benefit for the Municipality of Alūksne is also a unique towel with an electric motor driven by a guide, thus offering tourists to rest their legs, which the travellers are willing to use, as the manor park and the castle island extend at least 40 ha,” Brigita Arbidane. The municipality of Rezekne also surveyed the musical bridge built across the Alūksne Lake Peninsula. As the Territorial Planner's League Romanchuk acknowledged, such a bridge is a good idea that a relatively small investment can achieve great effect and pleasure – a similar solution would be well suited to one of THE Lūznavas manor park ponds.

As a result of successful cooperation with “Latvian State Forests”, a fire observation tower is built in Alūksne, which is also used as a view tower by residents and guests of the city so that Alūkson and surrounding parishes can be browsed throughout the whole. Effective cooperation with “Latvian state forests” has also developed into the municipality of Smiltenes. As the Smiltenes side has developed a culture of cycling and cycling, the rolls are also one by one. The development of cycling or cycling does not require large investments, but attracts a large number of tourists, “emphasized the project manager Inga Zapāne.“ We have all the prerequisites for the successful development of cycling in Rēzekne Municipality – both landscape environment, large area and many viewing sites that can be visited by the cyclists on the road. ”In the municipality of Smiltenes, the street reconstruction projects, the kindergarten“ Pieladzimes ”, the three-hill primary school, the child and family support centre, and the Smiltene technician, who perform the functions of the Centre for Vocational Education, were considered.

In Valmiera, the employees of the local government took advantage of the experience, looking at projects carried out in recent years of the city, including a museum of museum, a herbs and tea house created within the framework of the cross-border co-operation project, the renowned museum store, the boat dock and the kindergarten “Carlien”, where the housekeeper of the institution did not only show the expanded premises and benefits of the reconstruction, but also did not hide the defects discovered after the conversion, with which they have to fight even now. Since kindergartens have a wide range of surrounding areas, there is enough space not only for walks, but also for various playground structures and even for table games such as a large open-air checker. In addition, for the next spring, part of the area is intended to be dedicated to herbs and root crops so that children learn that the dapples or carrots grow not in the store but in the garden and in order to harvest the harvest, the garden is not only to be stopped, but it must also be cleaned and fermented.

At the end of the experience exchange trip, the municipal staff went to the municipality of Cesvaine. The pearl of the Cesvaine municipality is the Castle of Cesvaine, which is slowly but persistently recovering from the devastating fire in 2002. Similarly to our Lūznavas manor, the Cesvaine Palace gradually forms the offer of cultural and artistic events, so negotiations have been launched on cooperation in the preservation and development of cultural heritage. Since the Cesvaine High School was in the palace before the fire, the Municipality had to take a decision immediately on building a new school building. It was also done and, as of 1 September 2007, the cessors sanctioned the new and large school building. When you look at the school, one of the most interesting solutions you can get to us is the key - “spider” – each class or room has its own key, but the Director has one key - “Spider”, with which you can unlock all the doors of the building. As the school's representatives acknowledged, it is a very convenient solution, for example, when the school buildings are shown, there is no need to walk with a huge bunch of keys, but one universal key is enough.

“In municipalities, regardless of their size or location, they are faced with similar problems, so such exchanges of experience make it possible to find out and compare how the problems are dealt with elsewhere, the“ experience exchange journey ”is summarised by Anna Jaudzema, head of the development planning department.“ We've come back with many new ideas that can be developed with us. ”It is also very important to have personal contacts established with colleagues in these four municipalities: in the course of the journey we found a number of areas where we have a similar interest, so the cooperation will continue and possibly be the result of a joint project. '
