Start of second application for EU fund training for adults

On Monday, March 12, the National Education Development Agency (VIAA) detects a second application for the EU fund for adult education project “improvement of professional competence of employed persons”. In this time, employed and self-employed persons from 25 years of age may choose to increase their professional competence and competitiveness in 12 different economic sectors, applying to training until 16 April in 68 educational institutions throughout Latvia, including 10 sectors and 8 educational institutions in Rezekne municipality.

“The application is subject to the submission of documents at educational institutions in order to enable group assembly and training to commence in June of that year. Since every working age after 25 learning in this project can only once, we call for a smart choice and a thorough examination of the content of the selected educational programme, to become acquainted with the schedule of planned activities, to instructors and to ascertain whether the acquisition of the selected learning needs pre-knowledge,” calls on Ingus Zitmanis, head of THE DEPARTMENT of Vocational Education of THE VET Department of Vocational Education.
“This project makes it possible to improve its knowledge and skills and to become a skilled worker in the labour market. I call on all the people of Rezekne and the people to take advantage of the opportunity and apply for the training offered! As the range of sectors to be learned has become even wider, each will certainly find interesting and useful curricula,” says Gunita Veismane, the co-ordinator of the Rēzekne municipality.
In the second round of login, 45 educational programmes are available in Rezekne municipality. Residents of Rezekne municipality and nearby municipalities may also apply for learning in other cities or provinces of Latvia if they can be connected to work and life in their city or municipality.
The training in Rezekne is available in sectors such as wood industry (10 programmes), metalworking, engineering and engineering (7 programmes), transport and logistics (5 programmes), catering services and tourism (5 programmes), the manufacture of electronic and optical equipment, information and communication technologies (5 programmes), energy (5 programmes), the manufacture of textiles, clothing and leather products (3 programmes), construction (2 programmes), food industry and agriculture (2 programmes) and the chemical industry (1 programme).
In Rezekne municipality, the training is offered by Rezekne Technical School, SIA “Education Centre“ Eastern vidzeme ”“, SIA “Latgale Training Centre”, SIA “VILLAS D”, the training centre “BUTS”, SIA “training centre PLUS”, SIA “Dause” "and SIA“ MC alpha - training centre ”.
Learning range reconciled with employers
Training may be applied to employed and self-employed persons aged 25 years of age with incomplete or completed education - primary education, general secondary, vocational or higher education, which plays a role if the selected training requires knowledge.
The training offered in this project for adults is one of the initiatives that address the challenges of the Latvian labour market and the economy – the lack of working hands in key sectors of the economy and the ageing of the workforce. The proposed training is therefore aligned with employers in sectoral expert councils and approved adult education management councils, while in the case of high number of applications, specific benefits are given to workers aged 45 years of age who are employed in certain occupation groups.
Available financial and consultative support
The majority of the training costs are borne by the European Union (EU) funds and the state, while the citizens must provide a co-payment OF 10%, which can also be paid by the employer. In non-formal education programmes, the amount of the citizen's payment does not exceed EUR 36, while in other programmes it may also be several hundred euros.
Low-income and poor training is free of charge. They also have access to regional mobility - compensation for transport costs if such expenditure is incurred during training. Workers with disabilities may, on the other hand, qualify for reimbursement of the costs of the assistant or surrogate interpreter.
In order to create a sustainable adult education management system at the time of implementation of the project, the project partners are Latvian municipalities, including the municipality of Rezekne, which operates and, if necessary, informative advice regarding the project and accessible training in their city and municipality is provided by the adult education coordinator. If the necessary skills have already been acquired in a working environment or elsewhere, the recognition of professional competence acquired outside the formal education system may be selected during the project, passing the examination, the costs of which are compensated by the project from 25 years of age. This service is available in all professional qualifications listed in the education quality public service (ICVD) list since 1 December 2017 at any time without a specified time limit.

About the project
The aim of THE EU fund project “improvement of the professional competence of employed persons” is to improve the professional competence of employed persons in order to prevent shortages of labour qualifications in the labour market demand in a timely manner, to promote the competitiveness of workers and increase in labour productivity. It is financed by the European Social Fund and the Latvian State, investing more than 25 million euros in six years until 31 December 2022.
