Launching a project competition for the creation and development of companies in Rezekne municipality

Since 2015, the foundation for “Rural Economic Development in Rezekne District” (hereinafter “LEARN”) implements various business support measures, including organising a project competition for the start and development of economic activity. Two contests have been held so far – in 2015, 64 applications were submitted, from which the aid was granted to 13 projects, while in 2016, 11 applicants received funding from 27 project applications.
This year, the announcement of the project competition “support for the creation and development of companies in Rezekne District” has been delayed because the tender regulation was adapted to the requirements laid down in the conditions for granting public funding compatible with the internal market of the European Union and accordingly agreed in the Ministry of Finance of the Republic of Latvia. However, although the year is already approaching, the project competition is announced.
Time of submission of project applications: 01.11.2017 – 30.11.2017. Total available funding: EUR 25 000,00
Objectives:

• Support the implementation of projects of public-interest rural business development in Rezekne municipality.
• Promote business development and take care of reducing unemployment in the municipality of Rezekne.
• Promote the activity and participation of citizens in addressing topical challenges, contributing to improving their quality of life.

Applicants for aid: 

• Natural persons who: 

• commenced an economic activity but no financial year has been entered into and whose net turnover within the last 6 six months does not exceed EUR 3 500.00
• carry out economic activities and whose net turnover in the previous year is not more than EUR 7 000,00

 Legal persons who:

• planned to carry out economic activities
• commenced an economic activity but no financial year has been entered into and whose net turnover within the last six months does not exceed EUR 7 500.00
• carry out economic activities and whose net turnover in the previous year is not more than EUR 15 000,00

 Eligible costs:

• inventory, purchase of equipment by which the product will be produced, processed, sorted, built, moved (excluding mopeds, motorcycles, tricycles, quadricycles, light and trucks, buses), prepared for storage, packaged, stored or will be supplied,
• costs of inventory, equipment delivery and installation,
• purchase of specific computer software,
• purchase of office machinery where the costs do not exceed 10% of the total eligible amount of the project, except where the computer hardware is necessary for the production process;
• costs of preparation of marketing materials,
• construction materials for repair works of manufacturing or service facilities,
• VAT if the aid applicant is not registered in the register of TAXABLE persons.

Maximum amount of the LEARNING LEARN co-financing:

• not more than eur 3000.00 and not exceeding 90% of total eligible costs,
• agricultural service cooperatives (excluding cereals and dairy cooperatives) shall not be more than eur 10 000.00 and shall not exceed 90% of the total eligible costs of the project.

Co-financing of the project applicant: not less than 10 % of the total eligible amount of the project.

On October 12, 2017, a seminar will be held in the municipality of Rezekne (in the alley OF release 95A, in the large hall) pl .10: 00, which will provide more information and explanations on the preparation of the project application.
