Entrepreneurs of Rēzekne SEZ discuss current issues

In the afternoon of 12 April, in the premises of Rezekne State City Council, “Rēzekne SEZ entrepreneurs meet together”, representatives of the municipality of Rezekne and the municipalities of Rezekne, representatives of the Rēzekne SEZ administration and entrepreneurs OF Rezekne SEZ met.

In the first part of the meeting, Rezekne SEZ's businessmen were presented to the Rēzekne countryside council, the municipality of Rezekne, as well as the Rēzekne SEZ administration.

Vice-President of Rezekne Aleksejs Stecs and head of the Department of Urban and Development Administration, Georgie Orlov, informed entrepreneurs about the progress made so far in the development of industrial territories, as well as on planned projects, including the creation of industrial park, building of multi-apartment houses, etc. On the other hand, the municipalities of the municipality of Rezekne were presented by THE President OF the municipality of Rēzekne Monvīds Švarcs and the head of the development planning department Edmunds Jigung.

Krista Freiberga, manager of Rēzekne SEZ administration, introduced the participants of the event with the new Rēzekne SEZ entrepreneur, Helmuth Lejnieks, representing SIA “RSEZ Heli Energy”. The company Rezekne SEZ has acquired its status on April 12 and plans to develop a tyre recycling facility in Rezekne over the next few years.

In the course of the event, an important issue of the situation with labour availability in the region and cooperation with educational institutions has been raised, and the possibilities to increase the availability of residential areas, which would contribute to the staying of the population and return to Rezekne, have also been discussed. As most entrepreneurs acknowledged, there are already difficulties in finding highly skilled workers and in the near future it might be a problem.

Municipalities are open to cooperation and encourage entrepreneurs to submit their ideas to support mechanisms and ways they could stimulate business growth. The work of the Rēzekne State and Rezekne is currently taking place on the joint sustainable development strategy until 2035 and the development of the development programme of the Rēzekne State and the Rēzekne District Development Programme 2022-2028. These are important planning documents that will determine the further development of the city and the municipality, so the views and proposals of entrepreneurs are all the more important.

Regarding the special economic zone of Rezekne:

Rezekne SEZ was established on 23 April 1997 on the basis of the “Rēzekne Special Economic Zone Act”. This Law prescribes the procedures for the administration and utilisation of Rezekne SEZ, requirements for the performance of commercial activities and investments, as well as the functions and tasks of the Rēzekne SEZ administration.

The Law on the Application of Taxes in Free Ports and Special Economic Zones is laid down in the Law on the Application of Tax Facilities in Free Ports and Special Economic Zones. The companies registered in Rezekne SEZ may receive both direct tax discounts (real estate tax, corporate tax) and indirect tax relief, forming free zones in THE territory OF THE RSEZ, as well as making investments. Tax relief for Rezekne SEZ will be applicable until 31 December 2035.

The total area of Rezekne SEZ is 1155 ha, which includes the administrative territory OF the municipality of Rezekne and Rezekne, Vērēmu, Griškānu and Ozolaines parish. The commercial company of Rezekne SEZ currently operates 20 commercial companies.
