Information on the establishment of micro-reserve in Razna National Park

The Regional Administration of Latgale of Latvia has received and evaluated 46 applications for the establishment of micro-reserves in the territory of Razna National Park, which are prepared within the framework of the project “Provision of the protection of habitats of the Latvian ornithological association in Razna National Park for breeding bird species that are nesting in Razna National Park”. In order to inform the owners of the land regarding the process of setting up micro-reserves, the rules for receipt of compensation and restrictions on economic activity, as well as the possibility of meeting the initiators of the establishment of micro-reserves and expressing their opinion, on Wednesday, 15 April, informative meetings will be held for the owners of the land which could potentially be affected by the creation of micro-reserves.
Meetings will be held:
- Dagda municipality in Andrupenes civil parish, Andrupenes People's House at 11:00
- Rezekne takes PLACE IN Kaunatas parish, Kaunatas in the People's House. 15:00.
In these representatives of the Latvian Ornithological Society and the Nature Protection Bureau, the representatives of the specially protected bird species and micro-reserves, restrictions on economic activity and the conditions for the receipt of compensation shall be informed. Representatives and experts of the State Forest Service and Rural Support Service will also participate in the event.
The procedures for the establishment and management of micro-reserves, their protection, as well as the identification of micro-reserves and their buffer zones shall be determined by Cabinet Regulation No. 940 of 18 December 2012. Proposals regarding the establishment of micro-reserve may be submitted in writing by any person, filling in the special protected species and biotopes micro-reserve application and inventory questionnaires.
Following the suggestion of the Latvian ornithological association, the micro-reserves for the small eagle Aquila pomarina (4), the fisherman Pandion haliaetus (1), the apostim Glaucidium passerinum (6), the white spine in Dendrocopos leucotos (21), the three-spiral dzenim Picoides tridactylus (9), the average dzenim Dendrocopos medius (3), the vista hawk Accipiter gentilis (1), the forest balloon, Columba eoenas (1) is intended to establish the municipality of Ludza municipality, Rundens parish, Rēzekne District Čornajas, Lūznavas, Mākoņkalna and Kaunatas parish and the Dagda municipality in the territories of Andzelis, Andzenes and Ezernieki parish. From the planned micro-reserves, the establishment of 40 micro-reserves is foreseen in the Nature Park of Razna National Park, three in the nature reserve zone and three in the neutral zone.
The Nature Protection Board has sent the information of the micro-reserves at its disposal to both land owners and local governments, as well as to receive their opinions and objections.
Additional information:
- compensation for restrictions on forestry activity in protected areas shall be granted in the form of an annual aid payment.
- the amount of the compensation to be granted depends on the type of economic activity in the micro-reserve. - for properties in Natura 2000 sites (Razna NP), the landowner must address the application for compensation to the rural support service.
- amount of compensation in forest lands depending on the type of economic activity in the whole year:
- if any forestry activity is prohibited, eur 157 per hectare;
- if the felling of trees in the main felling and felling felling is prohibited, - 157, - eur per hectare;
- if the felling of trees in the main felling is prohibited, - 128, - eur per hectare;
- if tree felling is prohibited, 43, - eur per hectare.
- the application for each year shall be submitted by the applicant by 15 May of that year.
Any activity which is in contradiction with the objectives and tasks of the establishment of micro-reserves, destroys or interferes with the relevant specially protected species, destroys the habitat thereof shall be prohibited in micro-reserves which have been established in forests for the protection of specially protected bird species.
- forestry activity;
- construction of ditches and roads (permissible reconstruction on the basis of an expert opinion);
- periodic road maintenance from 1 February to 31 July;
- feeding of wild game animals from 1 March to 30 June in the fish eagle microban;
- the establishment, use and hunting of hunting towers from 1 February to 31 July in the microban of fish and small eagle.
- from 1 August to 31 January through micro-reserves established for the protection of specially protected species of birds nesting in forests, timber from felling in other forest stands shall be permitted only in cases where another export route is not possible.
- in the buffer zone of the fish eagle, small eagle, vista hawk and forest pigeons, all types of felling, timber harvesting and soil mechanisation are prohibited from 1 March to 31 July.
- in the micro-reserve buffer zone of the small eagle and forest pigeons, all types of felling, timber harvesting and soil mechanisation are prohibited from 1 March to 31 July.
- The small eagle micro-reserves shall allow the felling of pests of pests after the sanitary opinion of the State Forest Service, as well as the removal of dry or fallen trees in the amount of 10 cubic metres during the year within the boundaries of the property from 1 October to 31 March. In addition to the small eagle micro-reserves included in the protected nature areas, a written permit of the nature protection authority is necessary for the performance of the activities in question.
In the case of Razna, all micro-reserves will not be covered by these exceptions for the removal of dry/fallen trees and the exportation of timber, as several small eagle micro-reserves have been identified in the opinion of the expert as feeding sites for poems where the removal of the trees affected by the dry and drying of the pests is not permitted.
