Changes in the management and registration of decentralised sewerage systems

The municipality of Rezekne is preparing binding regulations (SN) based on Cabinet Regulation No. 384 of 27 June 2017 on the management and registration of decentralised sewerage systems. These Regulations prescribe all sewage treatment plants, savings vessels and septicians of villages and cities which are not added to a centralised sewerage system to commence registration in a special local government database and establish new management requirements. The rules will not apply to rural areas, including homes, where there is no centralised sewerage. In order to ensure that the relevant decentralised sewerage system does not pose a threat to human health and the environment, the owners thereof shall ensure the regular transfer of the waste water and sediment collected therein to the asseniser. THE SN will provide a minimum frequency for the removal of sewage and sediment. Waste water and sludges from decentralised sewage systems in the administrative territory of a local government may be collected and exported by an assenizer, which has been registered in the local government council for the provision of such service, complies with the minimum requirements laid down in the binding regulations of the local government and has entered into a contract of the owner, possessor or keeper of the waste water acceptance site specially established with a centralised sewerage system regarding the acceptance of wastewater and sediment. This contract shall not be concluded if the particular assenizer is also the owner, possessor or keeper of the waste water acceptance site specially designed by the centralised sewerage system.
