Forest owner benefits from valid inventory

The forest is not only delighted and makes it possible for its owner to gain economic benefits, but also imposes obligations. One of these is to carry out forest inventory at least once every 20 years. From a valid inventory, the forest owner has several benefits. Topical forest data are also relevant to public authorities, such as forest fires, as well as in cases where the forest is obsessed by pests and diseases.

Inventory should be carried out at least every 20 years

Forest inventory is the acquisition of information regarding forest and adjacent swamps, forest infrastructure objects, overflowing areas, marshes and plots in the ownership or possession of a particular forest and the documentation of the information obtained. Data regarding forest inventories performed shall be stored in the State Forest Service (VMD) information system in the forest state register.

Every forest owner must restore the forest inventory at least once every 20 years, as provided for by the forest law. This year, the forest inventory ends with those who last performed it in 2001. 20 years are a long period, and there may have been significant changes in the forest, for example, during these years the forest may have been affected by storms, broken trees, forest-damaged fire, planted a new forest, or a felling has been carried out. The inventory will be able to find out the current situation in the forest and its value.

Forest owners should take into account that economic activity can only be carried out when a forest inventory is valid. Without it, it will not be possible to obtain proof of tree felling in the forest. The exception is the felling of dry, damaged and bleached trees.

Inventory is necessary for deforestation - converted forest into other land use, such as converted to agricultural land. The inventory is also necessary in order to qualify for national and European Union financing or co-financing in the implementation of forest sector support measures in accordance with the requirements laid down in regulatory enactments.

Forest inventory data shall be taken into account when calculating real estate tax. If the inventory is in force, the forest owner shall receive the immovable property tax rebates on the newly owned groves and restrictions on economic activity.

The tax rebates shall apply to forest stands which HAVE been recognised BY THE VMD as restored in forest land or cultivated in agricultural land and where the age of tree species of the tree species in the inspection year does not exceed:

for needles and hard leaf trees for 40 years;

soft leaf trees (excluding balloon) for 20 years;

baltalksnim10 years.

What do i do to carry out the forest inventory?

THE VMD shall invite forest owners to verify the period of validity of the inventory if it has expired or approached, carry out inventory and submit new data TO THE VMD. The performance of forest inventory should be planned in time because it cannot be performed in a few days, which may take several months.

The forest owner may, as a matter of priority, ascertain the inventory printout that has been issued to him or her by the performer of inventory. It should be noted that, in some cases, the inventory printout may be forfeited, for example, if the forest owner has not submitted an inventory TO THE VMD if, after the forest inventory is produced, a division of the property has been carried out, which results in the distribution of the forest land, there is a requirement in such a situation to make a new forest inventory.

Owners who have concluded an agreement with THE VMD on the use of the forest state register may obtain the relevant information from the forest state register.

To ascertain the status of the forest inventory, it may also be remotely addressed to any VMD forestry irrespective of the location of the property.

In order to carry out forest inventory, one of the certified forest inventory performers must be selected freely. Inventory works are eligible only for certified persons. List of forest inventory performers available ej.uz/inventarizacijasveiceji. A contract with certified forest inventory performer regarding the performance of forest inventory must be concluded. A certified forest inventory performer shall transfer a copy of the land boundary plan and updated forest inventory data if the forest inventory has already been performed. The prepared forest inventory data shall be submitted TO THE VMD for the decision to append forest inventory to the forest state register.

THE SFD calls on forest owners to be responsible and to perform the duties imposed – to update their forest inventory data.
