When the new school year starts, many parents have to ask again whether his child is a holiday. Questions are raised by both parents who have children in educational establishments and those whose children are attending schools in the city.

Decision of the municipality of Rezekne of 18 August 2016 Regarding the approval of the costs of educating educatees in the local government educational institutions of the municipality of Rezekne it is determined that food (meal) fees shall be drawn up by food purchase expenditure. The local government shall cover both the salaries of the canteen employees, social insurance contributions and the costs of compulsory medical examination of employees, as well as electricity, water, sewerage services, the purchase of dishes and other costs related to the provision of catering. So there is only payment for food in the parents.

Pursuant to Cabinet Regulation No. 1206 of 28 December 2010 Procedures for Calculation, Assignment and Use of State Budget funds for local governments for the catering of pupils of primary education institution the State budget resources (1,42 EURO per day per student) shall be determined on the basis of the number of educatees in classes 1, 2, 3 and 4 in educational institutions located in the territory of the local government on 1 September of the relevant school year. In turn, the local government, upon receipt of these State budget funds, divides them into each educational institution, according to the number of pupils in Classes 1-4.

Whereas in the municipality of Rezekne, only the purchase of food products and the Cabinet Regulation No. 172 of the Cabinet of Ministers shall be drawn up in the local government of the municipality of Rezekne. Regulations on nutritional norms for educatees of educational institutions, clients of social care and social rehabilitation institutions and patients of medical treatment institutions the amount of calorie in the diet is reduced by the economy from the State resources for the catering of classes 1-4. If the educational institution has unused State budget resources, the director of the educational institution is entitled to use them for the catering of other classes.

The abovementioned decision of the local government of 18 August 2016 also lays down the procedures by which the economy of classes 1-4 is to be used. The following modalities shall be observed in the use of the resources:

  • the funds are allocated for the provision of free meals for each of the following classes (5, 6, 7, etc.);
  • if one of the next class students cannot cover 100 % all catering costs, the same percentage of the payment is covered for all pupils of this class.

So if the funds allocated to school caterers have been invested in September, then in October there is a money to feed the pupils of the 5 th, 6 th and next classes.

On the other hand, the allowance for the costs of catering is paid to families who have declared their place of residence and actually live in the municipality of Rezekne, whether their child is attending an educational institution in their municipality, in the city of Rezekne or in a neighborhood municipality, which is determined by the binding regulations No 54 of the municipality of Rezekne of 4 June 2015 On social aid benefits in Rezekne municipality. These benefits apply to pre-school children as well as to classes 5-12. The allowance for the feeding of a child is granted:

  • 100 % in the amount of the catering fee:
    • poor families receiving GMI benefit;
    • children of a number of children (3 and more children under 18 years of age, and children who, when reaching the age of 18, continue their studies at the face of the General Educational Authority);
    • guardian families (in custody is a child of up to 18 years of age or a child who, when reaching the age of 18, continues training in the face of the General Education Institution).
  • 75 % in the amount of catering fees for poor families.
  • 50 % in the amount of catering fees, for low-income families.

In order to receive a benefit for the feeding of a child, the parents shall submit a written submission to the social service of the municipality of Rezekne (county administrations or municipality of Rezekne), as well as a statement from the educational institution in which the child commences or continues to study. The funds allocated to the allowance shall be transferred to the catering service provider in each educational institution, in accordance with the invoice submitted by the caterer and the list submitted by the school regarding the recipients of the service. It should be noted that the social service, when assessing the situation, has the right to temporarily suspend the disbursement of the granted allowance for the feeding of a child at a school if the child has not justifiably delayed more than a third of the number of hours specified in the training programme per month. The benefit shall be renewed if the student has regularly visited the educational institution within the next month following the termination of the allowance.
