Annual information of the Rural Support Service (LAD) on the application for payment of area payments in 2016
By applying for area payments electronically, positive benefits for farmers
The Rural Support Service (LAD) informs you that you will only be able to apply for area payments electronically via a LAD electronic login system (EPS).
By applying the area to electronic payments, farmers have a number of significant positive benefits. The number of farmers who will receive area payments in October will increase. In the electronic login system, errors can be avoided at the time when the application is submitted, which in turn makes it possible to avoid sanctions. THE LAD has digitised all of the previous year's applications, so customers who use EPS for the first time also have the opportunity to copy the previous year's applications. The system will also provide warnings if the customer forgets to apply for any of the types of aid that will be received in previous years and will not allow the application of non-eligible areas.
You can apply for area payments by submitting a single submission from 11 April to 22 May of that year. In order to provide all the necessary support to farmers, THE LAD will organise informative seminars at least 26 different centres of administrative territories in March of that year, covering the entire territory of Latvia, but from 11 April will provide local counselling in several parish centres and help customers fill out applications electronically. For those customers who do not have a computer with Internet connection, the opportunity to submit Attachments will be both during these consultations and by attending LAD customer service centres. Support will also be provided by the Latvian Rural Advisory and Education Centre.
In order to ensure a smooth transition to the full submission of uniform applications in electronic form, farmers wishing to submit a single submission in paper format in 2016 shall submit a request TO THE LAD for the preparation of the single submission form and card in paper format by 15 April, in particular specifying THE registration number OF THE LAD customer. THE LAD forms and cards in paper format will be issued to applicants from 25 April.
If there are 10 or more hectares of agricultural land on the holding and if the farm is applied for in support OF THE RDP measure “agri-environment and climate” or “organic farming”, only THE EPS is required to apply for aid already in 2016.
THE LAD reminds that in order to be able to use THE EPS and to submit a submission, farmers must conclude a contract for the use OF THE LAD EPS. The form of the contract is available both electronically on THE www.lad.gov.lv website “how to become AN EPS user”, as well as at any LAD customer service centre. A filled-in contract can be submitted both personally TO LAD customer centres and electronically via electronic signature.
