1. The tourist service providers declared at Razna should be allowed to use water-leakage, waterfowl, water moulds in particular places at a lake (more to a depth of at least 500 m and in small populated areas, not at beach shores where a large number of people are working). Amendments to Cabinet Regulation No. 447 of 26 June 2007, Regulations for Individual Protection and Use of Razna National Park (hereinafter – CABINET Regulations), are intended to establish a neutral zone in the Razna Lake to promote the development of water sports and active recreational recreational activities – parts of lake where movement with all types of motorised water (including water motorcycles) is permitted. 
2.To allow tourist service providers declared to be Lake Razna and registered in THE SRS database and pay taxes, rent boats with an internal engine up to five horses (ZS) for fishermen and tourists (at least three boats, because the tourists have shown a great interest in fishing in Razna Lake, but it is not possible to enjoy it with airboat and do it completely because the lake is very large).The proposal to lease a boat with an internal combustion engine up to five ZS fishermen and tourists will be transferred to experts for evaluation. In amending THE regulations OF THE CABINET of MINISTERS, propose to include a provision for tourism service providers to impose a requirement to submit information regarding registration in the SRS database and the payment of taxes in order to ensure that tourism services in the Razna Lake are actually provided.
3.To allow the lake to travel in winter with snow moce not only for the declared residents, but also for tourist-fishers (if necessary, to introduce a fee - levy) because of interest and believe that the use of snow moulds on lake does not cause pollution. An activity or measure which may adversely affect the environment even if all environmental protection requirements are met shall be permissible only if the expected positive result to the public in general exceeds the environmental and societal damage caused by the activity or measure in question. The proposal will be transferred to experts for evaluation, as there are also proposals to ban the movement of snow motorcycles along the Razna Lake.

7.Allow tourism service providers to lease a vessel with an internal combustion engine - a tourist himself could drive a craft with an internal combustion engine and, for example, go to see a lake, fishing. The authorisation for a vessel with an internal combustion engine and a motor vehicle shall be granted for an unlimited period of time - a new authorisation is required after three years, which prevents the long-term planning of the business, as there is a possibility that the authorisation is not renewed.Sub-paragraph 8.2.4 OF THE CABINET Regulations, which regulates the provision of tourism services in Razna Lake, does not provide for a capacity limitation on the vehicle with which the tourism service is provided. A three-year period is a long period of time allowing business activities to be planned. The abandonment of the period of validity of the authorisation of a tourism service would result in a negative impact on the ecosystem of Lake Razna. BOM Regulation 4.1 the point shall stipulate that THE DAP shall use the information referred to in the nature protection plan and the latest available information on specially protected species and habitats in the national park area when issuing a written permit or by harmonising the activities referred to in the regulations. EVERY specified period of time is evaluated (research, natural census, monitoring data), which is the demand of merchants and what is the ecological situation in the lake. In view of the latest situation, freedom of movement may be decided. 
9.Industrial fishing operators are setting up networks in large quantities. It is very disturbing for fishermen and spiningers. 10.All fishermen engaged in industrial commercial fishing in Razna Lake are authorised to move throughout the Razna Lake with vessels using an internal combustion engine (non-ice) and motor vehicles (ice during the period). The permit shall be issued in accordance with the contract concluded with the local government - once in 5 years. A fishing licence is presented to the Controlling Instances - a document that must always be accompanied by a fisherman - thus demonstrating the right to move in Razna Lake and thus not to take the document issued by the Nature Protection Administration.CABINET Regulation 8.1 the point sets out the maximum permitted number of travel permits for both the provision of tourism services and for the performance of industrial fishing, 21 permits. In determining the number of travel permits to be granted to industrial fishing performers in the Razna Lake, the principle of equality laid down in Section 6 of the Administrative Procedure Law is applied so that the number of movement permits specified IN CABINET regulations in the Razna Lake is equally divided between tourism service providers and industrial fishing performers. The receipt of a fishing licence does not automatically receive an authorisation to move with an internal combustion engine, so it must be presented to the Controlling Authorities.
11.Where fishing is not possible, the local government/DAP, together with fishermen, shall agree on catches of carpfish, as opposed to eel fishing. Stricter limits should be imposed on fish catches, is it possible?On 12.12.2019., the Authority sent to the Ministry of Agriculture a letter No 3.15/6328/2019-N “on fish resources and the fixing of fishing restrictions in the Razna Lake”, which asked for the following amendments to the regulatory framework to ensure the conservation and protection of fish resources in the Razna Lake, on the basis of the first paragraph of Article 16 of the Fisheries Act: the introduction of a catch quota for industrial fishing operators for the following species of fish: repsis, salmon and eel; to provide for the prohibition of fishing by nets from ice in the free fishing season on Saturdays, Sundays and holidays, except where, under Article 12 of the Fisheries Act, it is necessary to carry out fishing for scientific research and fishing for other specific purposes; reduce the limit of fish nets from 17175 metres to 5000 metres (calculation based on the request of the Razna operators). The proposals were rejected. IN the case of fishing limits, DAP has repeatedly addressed the municipality of Rezekne, since, under the regulatory framework, the municipality is entitled to propose a reduction of the limit.
14.In the Razna Lake, the juveniles of different species are occasionally placed in the lake. But fishermen and fishermen argue that there is no fish. Reducing the surface of the cane will contribute to increasing the surface area of the open water, increase the wavelength effect to form open coastal areas. This in turn will improve both the preservation of the Lake Razna Lake's natural values (e.g. waterfowl-suitable openings) and improve the quality of the landscape and increase the attractiveness of Razna Lake in the public eye.
16.On the basis of Paragraph 16 of Cabinet Regulation No. 447 “Individual Protection and Use Regulations of Razna National Park”, it is prohibited to install landfill sites in the territory of a national park, as well as to pollute and waste the environment with waste and store waste in unintended locations. DAP states that, in accordance with Section 7, Paragraph 1, Clause 3 of the Application Law, the institution is entitled to leave the application without examination if the content of the submission is manifestly abusive and defensive.
19.EVERY “willow house” is a tourist service provider who carries out his activity with cadastre No. 78720030022, located opposite Razna Lake Ginewich Gulf (approximately 260 m Razna lake coastline), as well as co-operation with land owner in the maintenance of adjacent property - property with cadastre No. 78720030040 (approximately 290 m Razna lake coastline). EVERY “willow house” is asked to find an opportunity to predict and establish a neutral zone in the Ginewich Gulf of Razna Lake Ginewich, similar to the neutral zone, as the neutral zone is intended for example in contrast to tourist paging providers “Razna Bay” and “Ezerkrasti”, as well as other tourist service providers ON the Kaunatas side. 20.In response to the invitation issued on the website of Rezekne, i would like to make a proposal on the availability of Lake Razna and the development of the territory. I am the owner of the real estate “Poopolu house” in Rēzekne Municipality OF Mākoņkalna parish Ginevičos (cadastre No. 78720030011), the land area of which is the coastline of the Razna Lake. Over several years, i have invested considerable private money in the cutting, cane/water moulding and sludge-cleaning works of Lake Razna Lake, where a range of tourism services could be developed, including certain active leisure with motorised machinery in the Ginewich Gulf of Razna Lake (of course, subject to safety measures). Currently, the Razna Lake has only two areas where there is an opportunity to develop active entertainment tourism in the lake and both are located on the opposite side of the lake, i.e. Kaunatas and Čornajas parish, IN Mākoņkalna parish such areas are not any. This circumstance significantly restricts the southern part of the lake in Makoņkalna parish to make active tourism services and holidays more interesting. In view of the above, as well as the planned amendments to THE Individual Protection and Use Rules OF THE CM Razna National Park, my proposal is to include Razna Lake Ginewich Gulf in neutral zoning. By expanding neutral zoning, the development of the Razna Lake area would become sustainable and would create a level playing field between tourist service providers on the opposite sides of the lake (not just Kaunatas) and Mākoņkalna parish would become even more attractive to tourists in the future. The creation of the Razna Lake Neutral Zone in the Gulf of Ginewich is also supported BY my real estate next TO every “willow house” (reg. Nr. 42402018477; Cadastre No. 78720030022) owners.Proposal for the inclusion of Razna Lake Ginewich Gulf in neutral zone - will be evaluated in the process of amendments TO THE CABINET of MINISTERS Regulations.

It should be noted that the fisheries law does not impose restrictions on construction. Such restrictions shall be determined by the law of the protection zones in the case of construction. This regulatory act sets out restrictions on the protection zone of a water body. Section 37, Paragraph one, Clause 5, Clause b of the Protection Bar Law provides that in addition to these parts, 10 metres in width 1., 2., 3., 4. and 4.1 at point it is prohibited: to build and deploy any buildings and structures, including fencing (except the restoration of existing structures; restoration of cultural monuments; construction of transport and electronic communications networks; construction of water supply and sewerage networks; construction of water-taking facilities and main pipelines; construction of energy transmission and distribution structures; construction of bathing sites, walkways, boats and motorised water vehicles; construction of bathing sites, roads, boats and motorised water vehicles; and the construction of State meteorological and hydrological observation stations and items and other fixed national significance monitoring points and items, as well as the strengthening of banks; construction of hydro-technical structures, berths, infrastructure, engineering communications, as well as other structures related to the operation of ports; construction of hydrotechnical structures, berths, infrastructure, engineering communications, as well as other structures related to the operation of port activities; 4. and 4.1 at point the placement of the site in these cases). In view of the quantity of information contained in the question, it may be inferred from the prima facie that a arbitrary construction has been carried out. The examination of the administrative case requires more detailed information on the land unit in which construction is carried out, as well as more detailed information on the structure. Only by surveying the land unit is it possible to make a decisive conclusion whether the construction board must take a decision on the prevention of arbitrary construction (the required documentation must be mixed or submitted) in real estate.

The construction board of the municipality of Rēzekne, in several administrative cases, obliges owners/legal possessors to prevent derogations in the maintenance of buildings and to determine the status of the structure (a collapsed building/a building/environment degrading building/environment degrading structure/landscape damaging structure). The Construction Board will continue to carry out control of compliance with maintenance requirements.

For example, we believe that only the VVD, which is the highest-standing institution, would be satisfied. Section 3, Paragraph one of the Razna National Park Law provides: the procedures for the protection and use of the national park, permissible and prohibited activities shall be determined Personal Protection and Use Regulations of the Razna National Park. In order to change the procedures for co-ordination of planned activities in the Razna National Park, it is necessary to change the regulatory framework.
2.If we want to have fish in Razna lakes, especially leasing, it is necessary to rebuild natural watercourses at Razna Lake. Now in places where the lakes and the lake of the lake are completely overgrown in the lake, the fish cannot enter this watercourse to spawning. Article 22. (1) The construction, operation and maintenance of a local government melioration system shall be ensured by the relevant local government. (3) The local government shall inform the State limited liability company “Real estate of the Ministry of Agriculture” within a period of one month after the decision regarding the granting of the status of the State-of-the-art lien system has been taken. Article 23. The sharing melioration system shall be operated and maintained by the owners or legal possessors of the relevant land. Article 24. The melioration system of one property shall be operated and maintained by the owner or legal possessor of the relevant land. Article 25. The Cabinet shall issue rules for the operation and maintenance of the melioration systems, laying down requirements which the land owner or lawful possessor must comply with in the use, copying and preservation of the melioration system. Changes to laws and regulations are necessary in order to change the construction, operation, maintenance and management of the melioration systems specified in the legislation.

The State Environmental Service shall keep control of the compliance of fishing, ventilation and submarine regulations in inland waters on a permanent basis. The control of the rules on industrial fishing, as well as fishing, crafting and submarine hunting regulations in the Razna Lake in Razna National Park is currently being carried out by the Nature Protection Board.

1. The tourist service providers declared at Razna should be allowed to use water-leakage, waterfowl, water moulds in particular places at a lake (more to a depth of at least 500 m and in small populated areas, not at beach shores where a large number of people are working). Amendments to Cabinet Regulation No. 447 of 26 June 2007, Regulations for Individual Protection and Use of Razna National Park (hereinafter – CABINET Regulations), are intended to establish a neutral zone in the Razna Lake to promote the development of water sports and active recreational recreational activities – parts of lake where movement with all types of motorised water (including water motorcycles) is permitted. 
2.To allow tourist service providers declared to be Lake Razna and registered in THE SRS database and pay taxes, rent boats with an internal engine up to five horses (ZS) for fishermen and tourists (at least three boats, because the tourists have shown a great interest in fishing in Razna Lake, but it is not possible to enjoy it with airboat and do it completely because the lake is very large).The proposal to lease a boat with an internal combustion engine up to five ZS fishermen and tourists will be transferred to experts for evaluation. In amending THE regulations OF THE CABINET of MINISTERS, propose to include a provision for tourism service providers to impose a requirement to submit information regarding registration in the SRS database and the payment of taxes in order to ensure that tourism services in the Razna Lake are actually provided.
3.To allow the lake to travel in winter with snow moce not only for the declared residents, but also for tourist-fishers (if necessary, to introduce a fee - levy) because of interest and believe that the use of snow moulds on lake does not cause pollution. We believe that the incoming money would be very useful for the propagation of fish.The use of snow motorcycles for a wider range of society is a carefully considered issue, as information on oil spots on ice resulting from the use of motor vehicles is often received during the winter period. This contamination comes into the lake and may have a negative impact on the lake ecosystem. In this case, Article 3, Paragraph one, Clause 4 of the Environmental Protection Law, which provides that the effects of any activity or measure which may have a significant impact on the environment must be assessed prior to the authorisation or commencement of the relevant activity or measure. An activity or measure which may adversely affect the environment even if all environmental protection requirements are met shall be permissible only if the expected positive result to the public in general exceeds the environmental and societal damage caused by the activity or measure in question. The proposal will be transferred to experts for evaluation, as there are also proposals to ban the movement of snow motorcycles along the Razna Lake.
4.For tourist service providers to be authorised to provide any tourism service, such as fishing, Water skis, inflatable bladder, bordering, etc., upon obtaining a permit to a vessel with an internal combustion engine and a motor vehicle.The answer is given in paragraph 1. An activity or measure which may adversely affect the environment even if all environmental protection requirements are met shall be permissible only if the expected positive result to the public in general exceeds the environmental and societal damage caused by the activity or measure in question.

8.The tourist service providers shall be authorised to move throughout the territory of Razna Lake, without prejudice to the capacity of the funds, on the basis of an authorisation for a vessel with an internal combustion engine and a motor vehicle. For tourist service providers to be authorised to provide any tourism service, such as fishing, Water skis, inflatable bladder, bordering, etc., upon obtaining a permit to a vessel with an internal combustion engine and a motor vehicle. The authorisation for a vessel with an internal combustion engine and a motor vehicle shall be granted for an unlimited period of time - a new authorisation is required after three years, which prevents the long-term planning of the business, as there is a possibility that the authorisation is not renewed.Sub-paragraph 8.2.4 OF THE CABINET Regulations, which regulates the provision of tourism services in Razna Lake, does not provide for a capacity limitation on the vehicle with which the tourism service is provided. A three-year period is a long period of time allowing business activities to be planned. The abandonment of the period of validity of the authorisation of a tourism service would result in a negative impact on the ecosystem of Lake Razna. BOM Regulation 4.1 the point shall stipulate that THE DAP shall use the information referred to in the nature protection plan and the latest available information on specially protected species and habitats in the national park area when issuing a written permit or by harmonising the activities referred to in the regulations. EVERY specified period of time is evaluated (research, natural census, monitoring data), which is the demand of merchants and what is the ecological situation in the lake. In view of the latest situation, freedom of movement may be decided. 
9.Industrial fishing operators are setting up networks in large quantities. It is very disturbing for fishermen and spiningers. By prohibiting the placement of nets in the bay will reduce the disturbing load on the water habitat, the potential for the reproduction of natural fish will open.Currently, Annex 3 TO THE CABINET of MINISTERS Regulations prescribes parts of Lake Razna, where fishing from boats and other floating vehicles is prohibited during the period from 1 March to 31 May. Over several years, i have invested considerable private money in the cutting, cane/water moulding and sludge-cleaning works of Lake Razna Lake, where a range of tourism services could be developed, including certain active leisure with motorised machinery in the Ginewich Gulf of Razna Lake (of course, subject to safety measures). Currently, the Razna Lake has only two areas where there is an opportunity to develop active entertainment tourism in the lake and both are located on the opposite side of the lake, i.e. Kaunatas and Čornajas parish, IN Mākoņkalna parish such areas are not any. This circumstance significantly restricts the southern part of the lake in Makoņkalna parish to make active tourism services and holidays more interesting. In view of the above, as well as the planned amendments to THE Individual Protection and Use Rules OF THE CM Razna National Park, my proposal is to include Razna Lake Ginewich Gulf in neutral zoning. By expanding neutral zoning, the development of the Razna Lake area would become sustainable and would create a level playing field between tourist service providers on the opposite sides of the lake (not just Kaunatas) and Mākoņkalna parish would become even more attractive to tourists in the future. It should be noted that the fisheries law does not impose restrictions on construction. Such restrictions shall be determined by the law of the protection zones in the case of construction. In order to change the procedures for co-ordination of planned activities in the Razna National Park, it is necessary to change the regulatory framework.
2.If we want to have fish in Razna lakes, especially leasing, it is necessary to rebuild natural watercourses at Razna Lake. Now in places where the lakes and the lake of the lake are completely overgrown in the lake, the fish cannot enter this watercourse to spawning. An activity or measure which may adversely affect the environment even if all environmental protection requirements are met shall be permissible only if the expected positive result to the public in general exceeds the environmental and societal damage caused by the activity or measure in question. The proposal will be transferred to experts for evaluation, as there are also proposals to ban the movement of snow motorcycles along the Razna Lake.

The abandonment of the period of validity of the authorisation of a tourism service would result in a negative impact on the ecosystem of Lake Razna. BOM Regulation 4.1 the point shall stipulate that THE DAP shall use the information referred to in the nature protection plan and the latest available information on specially protected species and habitats in the national park area when issuing a written permit or by harmonising the activities referred to in the regulations. The permit shall be issued in accordance with the contract concluded with the local government - once in 5 years. A fishing licence is presented to the Controlling Instances - a document that must always be accompanied by a fisherman - thus demonstrating the right to move in Razna Lake and thus not to take the document issued by the Nature Protection Administration.CABINET Regulation 8.1 the point sets out the maximum permitted number of travel permits for both the provision of tourism services and for the performance of industrial fishing, 21 permits. In determining the number of travel permits to be granted to industrial fishing performers in the Razna Lake, the principle of equality laid down in Section 6 of the Administrative Procedure Law is applied so that the number of movement permits specified IN CABINET regulations in the Razna Lake is equally divided between tourism service providers and industrial fishing performers. The receipt of a fishing licence does not automatically receive an authorisation to move with an internal combustion engine, so it must be presented to the Controlling Authorities.
11.Where fishing is not possible, the local government/DAP, together with fishermen, shall agree on catches of carpfish, as opposed to eel fishing. The proposals were rejected. IN the case of fishing limits, DAP has repeatedly addressed the municipality of Rezekne, since, under the regulatory framework, the municipality is entitled to propose a reduction of the limit.
14.In the Razna Lake, the juveniles of different species are occasionally placed in the lake. But fishermen and fishermen argue that there is no fish. Reducing the surface of the cane will contribute to increasing the surface area of the open water, increase the wavelength effect to form open coastal areas. This in turn will improve both the preservation of the Lake Razna Lake's natural values (e.g. waterfowl-suitable openings) and improve the quality of the landscape and increase the attractiveness of Razna Lake in the public eye.
16.On the basis of Paragraph 16 of Cabinet Regulation No. 447 “Individual Protection and Use Regulations of Razna National Park”, it is prohibited to install landfill sites in the territory of a national park, as well as to pollute and waste the environment with waste and store waste in unintended locations. DAP states that, in accordance with Section 7, Paragraph 1, Clause 3 of the Application Law, the institution is entitled to leave the application without examination if the content of the submission is manifestly abusive and defensive.
19.EVERY “willow house” is a tourist service provider who carries out his activity with cadastre No. 78720030022, located opposite Razna Lake Ginewich Gulf (approximately 260 m Razna lake coastline), as well as co-operation with land owner in the maintenance of adjacent property - property with cadastre No. 78720030040 (approximately 290 m Razna lake coastline). 20.In response to the invitation issued on the website of Rezekne, i would like to make a proposal on the availability of Lake Razna and the development of the territory. I am the owner of the real estate “Poopolu house” in Rēzekne Municipality OF Mākoņkalna parish Ginevičos (cadastre No. 78720030011), the land area of which is the coastline of the Razna Lake. Over several years, i have invested considerable private money in the cutting, cane/water moulding and sludge-cleaning works of Lake Razna Lake, where a range of tourism services could be developed, including certain active leisure with motorised machinery in the Ginewich Gulf of Razna Lake (of course, subject to safety measures). Currently, the Razna Lake has only two areas where there is an opportunity to develop active entertainment tourism in the lake and both are located on the opposite side of the lake, i.e. Kaunatas and Čornajas parish, IN Mākoņkalna parish such areas are not any. This circumstance significantly restricts the southern part of the lake in Makoņkalna parish to make active tourism services and holidays more interesting. In view of the above, as well as the planned amendments to THE Individual Protection and Use Rules OF THE CM Razna National Park, my proposal is to include Razna Lake Ginewich Gulf in neutral zoning. By expanding neutral zoning, the development of the Razna Lake area would become sustainable and would create a level playing field between tourist service providers on the opposite sides of the lake (not just Kaunatas) and Mākoņkalna parish would become even more attractive to tourists in the future. The creation of the Razna Lake Neutral Zone in the Gulf of Ginewich is also supported BY my real estate next TO every “willow house” (reg. Section 37, Paragraph one, Clause 5, Clause b of the Protection Bar Law provides that in addition to these parts, 10 metres in width 1., 2., 3., 4. and 4.1 at point it is prohibited: to build and deploy any buildings and structures, including fencing (except the restoration of existing structures; restoration of cultural monuments; construction of transport and electronic communications networks; construction of water supply and sewerage networks; construction of water-taking facilities and main pipelines; construction of energy transmission and distribution structures; construction of bathing sites, walkways, boats and motorised water vehicles; construction of bathing sites, roads, boats and motorised water vehicles; and the construction of State meteorological and hydrological observation stations and items and other fixed national significance monitoring points and items, as well as the strengthening of banks; construction of hydro-technical structures, berths, infrastructure, engineering communications, as well as other structures related to the operation of ports; construction of hydrotechnical structures, berths, infrastructure, engineering communications, as well as other structures related to the operation of port activities; 4. and 4.1 at point the placement of the site in these cases). Special Construction Regulations prescribe the required set of documents to be submitted, for example, in the case of the construction of electronic communications networks, energy transmission and distribution structures, other separate non-classified engineering structures – Cabinet Regulation No. 573 of 30 September 2014, Construction Regulations for Electricity Production, Transmission and Distribution Structures, Cabinet Regulation No. 253 of 9 May 2017, Regulations for the Construction of Certain Engineering Structures, Cabinet Regulation No. 501 of 19 August 2014, Procedures for the Installation, Construction and Supervision of Electronic Communications Networks. In view of the quantity of information contained in the question, it may be inferred from the prima facie that a arbitrary construction has been carried out. The examination of the administrative case requires more detailed information on the land unit in which construction is carried out, as well as more detailed information on the structure. Only by surveying the land unit is it possible to make a decisive conclusion whether the construction board must take a decision on the prevention of arbitrary construction (the required documentation must be mixed or submitted) in real estate. 
2.The proposal to establish a regulatory framework and make the owners arrange or demolish their properties (so-called cottages) in Razna Nature Park, similar to that in Riga, where owners do not have the opportunity to hold slums. The Law No. 73 of the municipality of Rezekne of 5 April 2012 “on the maintenance of immovable property in Rezekne municipality” lays down the procedures for the maintenance of houses and their territories and structures in the administrative territory of Rezekne, as well as the responsibility for non-compliance with these binding regulations. In view of this, it is not necessary to draw up other laws and regulations on the maintenance of property in the administrative territory of Rezekne. The construction board of the municipality of Rēzekne, in several administrative cases, obliges owners/legal possessors to prevent derogations in the maintenance of buildings and to determine the status of the structure (a collapsed building/a building/environment degrading building/environment degrading structure/landscape damaging structure). The Construction Board will continue to carry out control of compliance with maintenance requirements.

There are often complaints about the lack of available information on the site: name and description of natural objects, travel cards, accessible services, indications, booklets, etc.Information regarding the tourism companies and services used in the Razna Lake area is advertised both in printed materials and with the help of four information stands, located in the immediate vicinity of Razna lake and road Rēzekne – Dagda and Kaunata – Malta, as well as digitised:  www.rezeknesnovads.lv , latgale.travel.lv and every year, until these Covid time, tourism materials were also distributed in foreign tourist exhibitions. Every year, every meeting of tourist entrepreneurs and other meetings have been asked and reminded to tourism entrepreneurs to enter the tourism information centres of the city of Rezekne or Rezekne and bring to their business tourism materials both for the neighborhood and further. It is known for its own neighbors and also for providing information to visitors to their businesses. It must be acknowledged that there are very few entrepreneurs who use this call. The printed material contains information about all tourism companies in the area. 1.The request for simplification of the various types of harmonisation related to the hosts is due to the need for harmonisation with 3 institutions (VVD, RNP and the municipality of Rezekne). For example, we believe that only the VVD, which is the highest-standing institution, would be satisfied. Section 3, Paragraph one of the Razna National Park Law provides: the procedures for the protection and use of the national park, permissible and prohibited activities shall be determined Personal Protection and Use Regulations of the Razna National Park. In order to change the procedures for co-ordination of planned activities in the Razna National Park, it is necessary to change the regulatory framework.
2.If we want to have fish in Razna lakes, especially leasing, it is necessary to rebuild natural watercourses at Razna Lake. Now in places where the lakes and the lake of the lake are completely overgrown in the lake, the fish cannot enter this watercourse to spawning. This work must be done by the Nature Protection Board or the Rēzekne municipality, as no one else can dig without special permits and also need a large amount of money. Similarly, watercourses should be restored at least 100 metres from the lake, as they are now overgrown, with bebre dams - at least it should be done so that the landowners can dig and clean without permits and money to obtain a permit, but it is likely that this work should be carried out in full by the national authorities. 
The construction, operation and maintenance of the melioration system shall be governed by the law of melioration. The purpose of the Law is set out in Article 2. Article 2. The purpose of the Law is to ensure a mechanism for the management of melioration systems which contributes to the sustainable management and exploitation of natural resources, ensures the safety and prosperity of the population, the water treatment necessary for the development of infrastructure, as well as the construction, operation, maintenance and management of rational melting systems. The construction, maintenance and operation of the melting system shall be determined by: Article 19. The construction, maintenance and operation of State melioration systems and State-of-the-art melioration systems shall be ensured by a State limited liability company “Immovable Property of the Ministry of Agriculture”. Article 21. The State stock company “Latvian State Forests”, the State Forest Service and Nature Protection Administration, transferred to the State Forest Land, shall be operated and maintained by the State stock company “Latvian State Forests”, State Forest Service and Nature Protection Board, except Article 19 determined. Article 22. (1) The construction, operation and maintenance of a local government melioration system shall be ensured by the relevant local government. (2) if the local government melioration system is located within the administrative territory of two or more municipalities, they shall be obliged to participate in the construction, operation and maintenance of the local government melioration system. 22.1 Article. (1) The construction, operation and maintenance of a district of local government significance shall be provided by the owners or lawful possessors of the relevant land. A local government may participate in the construction, commissioning and maintenance of a district of local government's interest in building, commissioning and maintenance. (2) the procedures by which a local government participates in the construction, operation and maintenance of a district of local government significance, as well as the procedures by which a local government participates in the covering of the costs of construction, operation and maintenance of a district of local government in the costs of construction, operation and maintenance of a local government, shall be determined by the Cabinet. 22.2 Article. (1) A local government shall take a decision regarding the granting of the status of a public-interest-sharing system. Before taking a decision, the local government shall co-ordinate with the State limited liability company “Real estate of the Ministry of Agriculture” the location of the melioration system, the designations and length of the cadastre cadastre, as well as explain and evaluate the views of the land owners or legal possessors whose land unit is within the boundaries of the shared melioration system. The decision taken may be appealed to the court In the Administrative Procedure Law in accordance with the procedures laid down. The appeal of a decision shall not suspend the operation thereof. (2) The local government may provide for additional requirements in binding regulations regarding the operation and maintenance of the public-interest-sharing system and the responsibility for violation of these requirements. (3) The local government shall inform the State limited liability company “Real estate of the Ministry of Agriculture” within a period of one month after the decision regarding the granting of the status of the State-of-the-art lien system has been taken. Article 23. The sharing melioration system shall be operated and maintained by the owners or legal possessors of the relevant land. Article 24. The melioration system of one property shall be operated and maintained by the owner or legal possessor of the relevant land. Article 25. The Cabinet shall issue rules for the operation and maintenance of the melioration systems, laying down requirements which the land owner or lawful possessor must comply with in the use, copying and preservation of the melioration system. Changes to laws and regulations are necessary in order to change the construction, operation, maintenance and management of the melioration systems specified in the legislation.
3.Allow the cleaning of lake bottom from water plants, roots with a mechanical means (essentially tractors), receiving a single free permit from DAP or VVD, without linking the currently three required fees to experts.The procedures for cleaning and deepening water bodies are also laid down in Cabinet Regulation No. 475 of 13 June 2006 “Procedures for cleaning and deepening of surface water bodies and port acatories”. In order to change the procedures for cleaning and deepening of water bodies laid down in legislation, amendments to these Regulations need to be requested.

The State Environmental Service shall pay particular attention to violations of regulations which directly affect or may affect the state of fish populations and their natural reproduction, when carrying out control of the compliance with the rules on industrial fishing, as well as fishing, storing and submarine hunting regulations. The quantity of fish kept in fishermen and the size of the fish to be kept in catches shall also be included in the following essential conditions of fishing, blasting and underwater hunting regulations for which special attention of the State Environmental Service inspectors is paid during inspections. The State Environmental Service shall keep control of the compliance of fishing, ventilation and submarine regulations in inland waters on a permanent basis. The control of the rules on industrial fishing, as well as fishing, crafting and submarine hunting regulations in the Razna Lake in Razna National Park is currently being carried out by the Nature Protection Board.
