The environmental degradation area is successfully organized in Rezekne municipality
Continuing the targeted work on the recovery of degraded areas in the municipality of Rēzekne, also in 2022 special attention has been paid to the cleaning of the site. In areas, there are also collapsed buildings which endanger human lives or degrade the environment and damage the landscape of the surrounding fields or villages, and waste is removed so that the areas can be easily cleaned.
The parish in the territory of associations shall ensure the maintenance of buildings and structures within the scope of their territory, taking into account the requirements of the maintenance of the village environment and the countryside landscape, which provide for their maintenance in such technical and visual order, which do not degrade the environment and do not damage the landscape of the surrounding fields or villages, do not disturb the image of the image of the cultural and historical environment and the sound generated by the cultural historical values.
One way to find financing to clean up the area is by attracting the resources of the Environmental Protection Fund of the municipality of Rezekne by participating in the project competition. In 2021, the total budget of the project for environmental protection projects announced in 2021 was EUR 183 000, while the total amount of the projects announced in 2022 amounted to 326 000 EURO.

Since 2019, the site improvement works have been successfully performed in Kaunatas, Kaunatas, Čornajas, Stoļerovas and Mākoņkalna parish. Overall, four environmental degradation areas have been arranged. All territories in the municipality of Rezekne had been recognised as life-threatening. Total amount of costs by attracting the funds of the Environmental Protection Fund: EUR 55 513,70
IN THE AREA OF Mākoņkalna parish, an environment degrading, collapsed sovhoza farm was organized in the area of Rukmau village. It should be noted that the environmental degradation building in Rukmaņu village was located in the immediate vicinity of the local road v599 Ismera-Zosna-Andrupene, which combines several important tourist objects, such as Mākoņkalns, the museum “Andrupenes rural family” and guest houses. IN Mākoņkalna parish administration, complaints from residents on the building located there were also received on several occasions. Therefore, during the meeting of the Consultative Council of 4 March 2021, the participants unanimously supported the use of the environmental protection fund for the demolition of the slum and the organisation of the territory in the Rukmaņu village.
In order to assess the state of the building, THE parish administration of Mākoņkalna invited the construction board of the municipality of Rezekne. The Construction Board of the Rēzekne municipality gave an opinion stating that the buildings have been partially collapsed, the buildings in separate locations do not contain fragment of windows, doors, gates, walls and roofs, separate brick walls and wooden frames with fibrolimus plates, the walls of which are collapsed, building materials are located in the surrounding area of the buildings. There are various injuries in buildings and their surroundings, there is a threat to health and life. Consequently, the demolition of buildings and the organisation of the area are to be carried out.
It should be noted that at the beginning of the parish administration, the owners of the site sought to address the owners of the area in order to carry out these cleaning works, given that the owners did not respond, the parish administration had the right to demolish the environmental degradation.

The objective of the Environmental Protection Fund is to promote sustainable economic development by integrating environmental protection requirements into all sectors of the economy in order to ensure the right of citizens to live in a high-quality environment in accordance with national environmental policy guidelines, as well as adequate measures to preserve biodiversity and to protect ecosystems.
Environmental degradation – a non-residential or non-economic building (construction) which is closely related to the land, including non-completed construction sites, which have substantially damaged loadbearing or containment structures, thereby endangering the safety of persons or the adjacent building, the requirements laid down for the maintenance of such buildings (structures) are not observed, or the planned construction plan has been terminated for a long period of time, and the buildings (structures), as well as buildings (structures) which have undergone complete or partial preservation, have not been eliminated, however, the damaging effects of the city landscape have not been eliminated;
Human safety-threatening building – a building which lacks a sealing structure or is exposed to openings which have been abandoned at the construction stage and is not secured against the entry of non-attached persons into it or contains unsafe structures which may fall, overturn or collapse, thereby causing danger to human life and/or health;
Degraded areas and objects tend to have an impact not only on their owners but also on a wider range of society.
