On 30 June, an open application for a remote learning card in the adult education project of the European Union (EU) is “improvement of the professional competence of employed persons”, which is implemented by the State Education Development Agency (VIAA). In this round, workers from 25 years of age have an opportunity to choose from more than 200 educational programmes. The application for training shall be carried out by 15 July and in this round the learning process will be carried out only remotely.
New learning opportunities
In the distance learning round, 23 educational institutions are offered in 11 economic sectors. In this round, the offer of educational programmes is expanded with an unprecedented opportunity to select one of the educational programmes of interest to the acquisition of a study module or study course at an institution of higher education or college.
As previously, for remote learning, login goes online at home page www.macibaspieaugusajiem.lvusing latvija.lv authentication and e-service at any time of day.
Training may be applied to employed and self-employed persons aged 25 years to less, including young parents on parental leave, while maintaining employment relationships and working pensioners. According to the amendments approved by the Government on 16 June 2020, now each working project can learn two times regardless of the number of applications, but at the same time learning can be carried out in a single educational programme. Training groups and training for those who will apply for the remote learning process will start in July and August 2020.
 This time only remotely
“The professional development of Latvian citizens and the improvement of competencies in response to the current economic needs are an essential measure of mitigating the effects of the crisis and economic recovery. In circumstances where the course of the training is restricted, the possibility of acquiring competencies in a remote form should be addressed in this round. Learning remotely has a number of benefits - at a time when income is reduced, remote training does not require travel expenses, and the time that would otherwise have to be consumed by going to their place of training. This time it is not necessary to search for the nearest educational institution with the necessary training offer,” says Dita Traidas, Director OF THE VIAA.
In order to motivate workers to learn, the project covers most of the training costs OF EU funds and the country, while the population must provide a CO-payment OF 10%, which can also be paid by the employer.
Low-income and poor training shall be free of charge, while disabled workers may qualify for reimbursement of the costs of the assistant or surrogate interpreter during training.
In cases where workers need information support for the choice of the most suitable learning or not to apply for online learning, we call on adult education coordinators 81 VIAA co-operation municipalities. The training application may also be drawn up in the SVIAA, in pre-logging and presenting a personal identification document. On the other hand, a career advice can be obtained at branches of the State Employment Agency.
More information on reception conditions, learning and support options, the required digital tools and software in the remote learning round, as well as the list of all training, is published on the project website www.macibasaugusajiem.lv.
 26 thousand workers engaged
Since the start of the project, four applications have been launched in 2017, where more than 26 028 workers have been training, of which more than 22 000 have already been completed. 32% is the age of 45 years and 20% over 50 years. 31% is a student and 69% lives outside the capital. In total, 53 thousand employees are planned to be involved in the project by 2023.
The aim of THE EU Foundation for the Adult Education of Employees is to improve the professional competence of employed persons in order to prevent labour market mismatches in labour market demand and to promote both the competitiveness of workers and the increase in labour productivity. The project is financed by the European Social Fund and the Latvian state, investing more than eur 47 million in it.
