Commission stops cooperation with Russia in research and innovation

Following the invasion of Russia in Ukraine, the Commission has decided, in solidarity with the Ukrainian people, to stop cooperation with Russian bodies in research, science and innovation. The Commission will not conclude new agreements and agreements with Russian organisations in the programme Horizon 2020. Furthermore, the Commission suspends payments to Russian bodies following the existing contracts. All projects currently participating in Russian research organisations are being reviewed: both the previous EU research and innovation programme Horizon 2020 and Horizon 2020.

EU cooperation in research is based on respect for the freedoms and rights underlying excellence and innovation. Russia's terrible military aggression against Ukraine is an attack on these values. It is therefore time to end our cooperation with Russia in research.

Russian military aggression against Ukraine is an attack on freedom, democracy and self-determination, which is the basis for cultural expression, academic and scientific freedom and scientific cooperation. As a result, we have decided not to engage with Russian bodies in further research and innovation cooperation projects. However, we are firmly committed to ensuring the continued successful participation of Ukraine in Horizon Europe and Euratom research and training programmes. Ukrainian scientists and researchers have been the main actors in our EU research and innovation framework programmes for 20 years and have demonstrated excellence and leadership in innovation. We have set administrative measures to ensure that successful beneficiaries in Ukraine can receive funding from EU research and innovation programmes.
