Cultural operators, associations and foundations will be able to apply for support in THE CSF target programme
In order to support entrepreneurs, associations and foundations working in the field of culture whose activities have been restricted due to restrictions laid down in the reduction of Covid-19, a new National Cultural Capital Fund (CKF) target programme is created. In its context, the costs incurred during the existence of Covid-19 restrictions will be partially compensated by economic operators, associations and foundations.
On 9 July, the Saeima Budget and Finance (Tax) Commission approved the decision of the Cabinet of Ministers of 16 June to grant financial resources from the State budget programme “funds for unforeseen cases” in order to be able to implement an action plan of the Ministry of Culture (KM) for the provision of comprehensive support to cultural and educational institutions, entrepreneurs, creative persons and non-governmental organisations for mitigating the effects of the negative consequences caused by the Covid-19 crisis.
Consequently, THE ERCF intends to launch projects in a number of targeted programmes for cultural supply and the sustainability of cultural institutions in the near future. As one of the important planned support measures, a EUR 2.4 million target programme for the sustainability of “Covid-19 affected cultural institutions” is to be raised, which aims to support entrepreneurs, associations and foundations whose activities involve the permanent provision of public cultural events and which have been limited in Latvia due to the restrictions laid down in Covid-19. Within the framework of this target programme, these merchants, associations and foundations shall be compensated in part by the fixed costs incurred during the existence of restrictions related to regular monthly payments and compensation to employees. In the target programme, 2 competitions are planned for the period from March to June, and for the period July to September, the first round of logging was organised in August.
The programme by-laws shall be developed BY THE CKF and KM experts in close cooperation with representatives of the cultural and event industry, including representatives of the Latvian event producer association, the Latvian event association association and the association of non-governmental organisations of contemporary cultural organisations. It is foreseen that THE Council of THE CKF will approve the programme of the target programme, including the criteria for the provision of support, as early as the following week.
As a KM has already been informed, the emergency situation caused by Covid-19 in the country and the measures related to the limitation of its spread have significantly affected the cultural sector in 2020, where the activities of creative persons, non-governmental organisations, private sector, state and local government institutions and capital companies were completely suspended. The prescribed distance requirements and restrictions on the events of events have been suspended in the presence of cultural institutions and services in the event of an emergency situation in the period from 13 March to 9 June 2020. Even after the end of the emergency, a number of restrictions, although relaxed, remain in force, preventing the full restoration of creative and economic activities in the cultural sector, thus leaving a significant negative impact on the viability of all cultural sectors.
The government has already reported that measures to overcome the crisis caused by Covid-19 and to recover the economy in the culture of investment in culture have decided to allocate eur 32 million to the action plan: eur 10.4 million for modernisation measures in the cultural sector - national orders for the creation of new cultural values, eur 10.6 million for the reduction of Covid-19 effects in national cultural institutions, as well as EUR 11 million for cultural infrastructure.
