As of 1 January 2019, the use of the electronic system of construction will be mandatory

Electronic submission and harmonisation of construction intention is introduced in Latvia. This means not only the replacement of paper documents but also the acceleration of the process, as the platform established in the construction information system is likely to take all necessary steps to settle the harmonisation and obtain authorisation for the construction of the works.

The digital platform is designed to monitor the structure throughout its life cycle. Monitoring of the digitised construction process and the operation of the building.

Any citizen who wishes to commence any construction intention – to rebuild his or her home or repair his or her apartment, or also a businessman who wants to implement an investment project, realize a construction intention, submission of construction intention documentation, can be carried out remotely. The Digital Platform for Construction provides a connection to all participants in the construction process, whether they are contractors of construction or owners of construction project, architects, building engineers, construction board, various communications keepers.

Since July 2018, the construction information system (BIS) www.bis.gov.lv functionality – e-harmonisation of construction intention – creates an opportunity to submit construction intention documents electronically, thereby facilitating this process for both entrepreneurs and residents of the design industry.

The use of the electronic system will be mandatory from 1 January 2019, when all the participants in the construction will have to enter the documents electronically.

The system will also perform an archive function. The documents regarding the construction project will be maintained and accumulated in the system, so that users will have access to all information from the construction boards, the co-ordination of institutions.

The construction information system will cooperate with 15 other government systems, the Land Register and others whose information, such as database cartographic materials, is required to obtain a construction permit.

In order to start using the system, every citizen can enter the site www.bis.gov.lv. In the upper-left corner, there is an indication of “site of construction” where you can connect to your account. Authorize with any tool offered by the portal “Latvija.lv'(internetbank, e-signature).

If the construction process determines that it is necessary to associate a specialist, such as the design of a project, such authorisation may also be provided in the system.

If a person does not know what applications are required, a wizard has been developed in the system. In response to the questions you have asked, you'll get to the corresponding submission form with the help of the wizard.

All communication will take place in a system where the user will be able to follow, at which stage his construction case is currently in place. Whether it is a matter of consideration, or whether there has been any notification from the construction board or from the publishers of the technical regulations.

The construction board will work as an educational, consultative, controlling authority.

Regulation No. 438 of 28 July 2015 “Regulations of the Construction Information System” prescribes the procedures for submission of documents, the content and the procedures for the circulation of information contained therein.
