The municipality of Rezekne is developing a new spatial plan

On November 3, 2016, a decision was taken at the Rēzekne District Council to initiate the development of amendments to the Rēzekne District Planning 2013-2024 (Protocol No 25, § 1).
The need to make changes to the existing plan before the end of its term was determined by the large number of submissions received from natural persons. For the most part they were asked to change the building parameters (building density and number of floors) in the territory of the summer and horticultural cooperatives. There was also a need to update other types of information, such as the names and locations of certain cultural monuments of national significance, to clarify the boundaries of the villages, etc.
In drawing up the amendments, we also took into account the new requirements laid down by the regulations in force, so that there was a number of additional tasks: to assess the compliance of the Rēzekne District Territory and the rules of construction and the graphic part with the laws and regulations, review the classification of the village streets and the village borders, the protection zones laid down for the encumbered territories, the requirements of the building regulations regarding the parameters of the functional zone building, as well as, if necessary, make appropriate corrections. In order to ensure public participation in the process of drafting amendments to the spatial plan, citizens were invited to express their views and make proposals.
A lot of changes during the amendments
When initiating work on the development of spatial plan amendments, it was necessary to organise and update other issues, including updated data of other services. It should be recalled that the existing regulatory framework entered into force after the adoption and entry into force of the Rēzekne District Planning for 2013-2024, so that the amended document should comply with this new regulation. As a result, the amount of the changes made was found to exceed 50%. In assessing all the above factors, the Rēzekne municipality council shall amend its previous decision on the development of amendments to the spatial plan. In the new version of the Council Decision, another task is to develop a new spatial plan. The decision on the development of a new spatial plan was adopted at the meeting of 21 March 2019 (decision No 7 (§ 9)).
New working group and work task of the spatial plan development
When updating the decision, changes have also been made to the work task of the Rēzekne municipality spatial plan and the composition of the working group. Anna Jaudzema, head of the Regional Development Planning Unit of the municipality of Rezekne, was appointed as the head of the municipal spatial plan and working group. The working group is composed of the following specialists of the Rezekne municipality: Tatjana Carklence and Tatjana Walk, head of the construction company Inga Aleksandroviča and construction techniciis Kristaps Kaļva, senior environmental specialists Theresia cross, head of the land management service, Juris Zvīdrins, head of the economic security and infrastructure division Komunal inženieris Albert Kindzulis and Member of the Rēzekne municipality, Chairman of the permanent committee on spatial development planning, economic, environmental and infrastructure issues, Staņislavs Skesters.
We draw attention to the fact that, at present and until the new spatial plan is approved, the existing spatial plan is in force.
