“Rēzekne District and Viļānu Municipal Forum” concludes with creative ideas

On 17 April of that year, the project “Rēzekne District and Viļānu Municipal Forum”, which was financed by “Boris and Ināra Teterev Foundation”, was concluded. More than 150 people from Rēzekne and Viļānu have come to the forum.
Prior to the Forum, five neighboring workshops were held, where the population was actively involved in the development of ideas that were collected and grouped by area: education, social, health, safety, culture, sport and recreation, the role of the non-governmental sector in the development of the municipality, the business sector, including tourism, crafts, domestic production (the collection of neighborhood workshop ideas) in Annex). The work undertaken in the neighborhood workshops was continued in a forum where each visitor was involved in one of the five groups formed in accordance with the above mentioned areas. Each group had its own manager, who provided a constructive discussion on the possibilities of realization of the most important and important ideas in a particular sphere. The leaders of the working groups coordinated the course of the discussions, taking into account the programme and the time of operation, which was divided into three workshops, the selection of the most topical issues, the emergence of solutions to the challenges, the development of projects.
On the first day of work, the groups evaluated the ideas expressed in the neighborhood workshops, setting out the most important and topical ones with the aim of improving the quality of life in their municipality. On the second day of the work, the members of the group worked on the possibilities for implementing the ideas put forward, where each group offered their views on three best ideas that should be implemented. At this stage of the work, a population vote was held on the best ideas that could be implemented by their own forces in the development of the project. After each work, the representatives of the group presented a presentation to all the people present, setting out their vision and proposals for the implementation of a specific measure.
It should be stressed that all the Forum groups participated actively and engaged in the development of real projects by creating clusters for the achievement and implementation of the objective set (the project ideas are summarised in the table below).

At the end of the forum, the groups presented the project ideas and their feasibility, the resources needed and informed the people present about the deadline for their implementation and the responsible persons who would implement and coordinate the implementation of the project.
The Forum was also visited by Mr Ansis Berzins, head of the Community Foundation for the Movement of Communities (CKF). THE CKF combines Latvian Community funds to promote philanthropy and population participation in Latvian provinces. In 2012, the activities of the Boris and Ināra Teterev Foundation were started by a special Community programme for the development of philanthropy in Latvia and Baltics 2012-2017. The aim of the programme is to strengthen and develop the Community's philanthropic concept in Latvia/Baltic States by providing support for the development of existing Community funds and new Community fund creation initiatives in rural areas. At the end of implementation of the programme, at the end of implementation of the programme in 2017, 9 – 10 Community funds will be in Latvia and in the Baltic States the knowledge and skills of the Community's philanthropic issues will be strengthened, as well as the mutual and international co-operation of Community funds has been developed.
