Calls for a binary cycle on cooperation between social enterprises and municipalities

The Latvian Social Entrepreneurship Association, in cooperation with the British Council representation in Latvia and the European Union of Latvia, invites representatives of all local governments, existing and emerging social entrepreneurs, as well as any other interested party to a veinary cycle for co-operation between social enterprises and local governments. In four online lectures, it will be possible to find out what social enterprises and local governments can give to each other, listen to experience stories, receive recommendations for successful commencement of cooperation, and finally understand the relatively foreign concept of “socially responsible procurements” in Latvia. At the same time, the binary cycle will also serve as a platform for meeting both parties so that they will be aware of each other's offers and needs for the time being. 

Cooperation between social enterprises and municipalities is particularly topical at the moment when social challenges are becoming increasingly complex and it is clear that municipalities alone will not be able to solve them. As a great assistant, municipalities can be social entrepreneurs who can engage in social problems through a business approach while stimulating the economy by creating innovation and a common benefit for society.

Each veinary is dedicated to a specific topic:

5.11. “How can social enterprises help municipalities?”

Three social entrepreneurs will be told about co-operation and offers of their companies: Elina Ingelande, the founder of “Learn IT” and manager of the manager, Ivanda Titov, “home care” board and Ieva Ubele, head of the Rucka Art and Education Centre.

10.11. “Why do we need it?” The stories of Cēsis and Ogre Municipalities about why social entrepreneurship is important. '

Dana Barbale, Deputy Executive Director of the Ogre District Council and Atis Eglins-Eglītis, head of the local government administration of Cēsis, will participate in the experience of the cooperation of their municipalities with social enterprises.

24.11. “Practical steps and recommendations for the cooperation of social enterprises with the local government”

What must be the offer of a social enterprise? What homework should be performed before negotiations with the local government? How and which municipal person to address? The answers to these questions and practical advice will be given BY MR Madara Oland and a social enterprise, who has worked well with the local government for several years.

3.12. “Socially responsible procurement”

In 2014, a public procurement directive was adopted in the European Union, which requires Member States to continue to use public procurement to purchase not only the cheapest but also the best goods and services, including by applying different social criteria. What are socially responsible procurements? Why and what are these important? How can it be practically implemented? – The answers to these and other questions will be given by Agnes Friedenberg, leading researcher of the Society for Public Policy Centre PROVIDUS, Member of the Commission of Social Enterprises of the Ministry of Welfare.
