Educational institutions will be reorganised in Rezekne municipality

As every year in 2022, the Commission for the evaluation of the educational institutions of Rezekne was established, which aims at assessing educational institutions according to the following criteria: access to education, quality of education, financial efficiency. On the basis of the findings of the Commission, a decision was taken that, by 31 July 2023, there would be a change in the secondary school of the municipality of Rēzekne – Maltas upper secondary school, the secondary school of the Declar School, Lucia Ranāne McKashan High School, Audriņu pre-school education institution and the Sherjan pre-school education institution “bell” in operation. 

THE SECONDARY school unit OF Maltas will be closed because of lack of teachers, problems combining classes and creating new classes of classes, which are a violation of the rules. A gradual transition to teaching in Latvian is expected. In addition, the number of pupils expected to be estimated in the next year is 52. Of these, only 22 declared residence is Rezekne municipality. Students attending primary school will be given the opportunity to continue training in one of the educational institutions closer to their place of residence. More sophisticated are the children declared in the Rēzekne United States who have selected the school in the municipality, as children with special educational programmes are excluded and they do not receive sufficient attention in the large classes.

On July 31, 2023, the Dekšāru School of Decissaries will be added TO THE secondary school OF Viļānu and will continue its work as a Viļānu secondary school unit “Declar primary school”. The school is not closed and children will be able to continue the school.

As of July 31, 2024, the secondary school of Lucia Ranāne McKashan will be reorganized as the primary school of Lucia Ranāne McKashan. In assessing the educational institution, the Commission had to take into account that the school could receive public funding for secondary education in secondary schools, classes 10-12 in the administrative territory of Rezekne should be at least 40 pupils. This criterion has not been fulfilled for several years by Lucia Rananes McKashan. In the 2023/2024 school year, students in classes 10 and 11 will no longer be admitted. Students studying in secondary school classes will be able to continue learning the programmes offered and graduate school.

In order to reduce administrative expenditure, the Sherjan pre-school educational institution “bell” and Audriņu pre-school educational institution will be added TO THE Dricānu pre-school educational institution. Together, all institutions will create a sufficient number of students who will be close to 100. As a result of the merger, pre-school work could be complete and independent without adding pre-school education programmes to a nearby school. Such decisions have already been taken in the past, the latter being when Ilzeskalna and Bērzgales pre-school educational institutions were added to THE Nautrēnu pre-school education institution. One institution was established with programmes for the implementation of the programme in Berzgale and Ilzeskalns. The population does not have a basic concern, as THE children OF Audriņu and Stružānu parish will continue to be able to visit kindergartens in their parish. The buildings in which the pre-school education institutions were located will be the place of realization of the educational programme.

“Irrespective of what decisions are to be taken, the local government has a duty to provide the children of the municipality, the possibility of obtaining pre-school education and basic education at the nearest local government educational institution, so that the transport of pupils to and from the school will be provided in full, as well as all necessary support to the pupils, entering the new educational institution, shall be provided, the head of the education and sports administration of the municipality of Rezekne, Guntars ants, shall be provided for the reorganisation.

Undoubtedly, every process of optimisation, reorganisation or winding-up is painful, especially for parents and pupils, local people, teachers and institution staff, but the local government does everything to address the parties involved (pupils, teachers, parents), to hear their views and to inform them about the situation. We draw attention to the fact that the legislation of the Republic of Latvia does not abolish the point that pre-school education and education in classes 1-6 should be ensured as close as possible to the place of residence. The municipality must provide transport services to all classes in its territory. We therefore call on the parents of children to receive optimisation processes with understanding and to assess as a step towards ensuring a better education process.
