Representatives of the Government and Latvian Association of Education and Science Employees (LIZDA) have agreed on a compromise on the remuneration and loads of teachers and on the planned lifting of the strike. 

The Minister of Education and Science, Anita Muižniece (“conservatives”), said that, as regards the degree of general education, basic and secondary education, including in special educational institutions, from January 2023, “one pupil cost” is increasing, which means additional means to increase teachers' wages.

As of September of the following year, teachers of these educational institutions will go to a 36-hour working week with a proportion: 65% for work hours and 35% – outside.

The lowest rate of remuneration will be eur 1080.

It has also been agreed that as of January 2023, the remuneration of pre-school teachers will increase to eur 1070, which means an increase of 100 euros compared to September of that year. As of September of the following year, it is planned to change the balance of loads to: 34 +6.

Vocational guidance in education will include AN increase IN THE funding OF 11%, which will allow balancing loads.

The change will also affect educators of interest education, which will also have an additional INCREASE OF 11%.

In general, these changes will require an additional eur 60.2 million in the national budget.

The government plans to decide on the timescale of the salary increase of teachers on Saturday, 17 September.

As regards the intention of the local government budgets, the additional remuneration of teachers is eur 12 million, Prime Minister Krišajnis Kariņš (“the new unity”) promised this question with the local authorities to discuss the matter. He also pointed out that local government budgets would come through personal income tax (IIT) from wage supplements and would actually compensate for the increase that municipalities would have to pay.

“At any time, the government has not planned to take anything from the municipalities. But in view of the fact that the local governments have a half-a-half-year-old children who are paid by the municipalities, it is clear that, at the time of the lower rate, this is an impact. But as the Prime Minister said, the Ministry of Finance has calculated that it is a fiscal neutral measure," said Muižniece.

CONTEXT:

LIZDA announced the intention to organise a teacher strike, expressing dissatisfaction with unbalanced workplaces in their workplaces and demanding compliance with the principles of predefined pedagogical remuneration. After several negotiations, the Commission closed the work without compromise and the trade union filed a formal application for an unlimited strike from 19. September. In it planned to participate around 23 000 educational staff. 

But a week before the start of the strike, the government came up with an offer from 1 January, teachers are transferred to a 40-hour working week with a salary rate of eur 1200 per month. LIZDA, after two meetings with government representatives, decided, that the government compromise will not be accepted and the strike will happen.

The Ministry of Education and Science then came up with another compromise to meet the demands of the teacher. In addition to the previously proposed €56,5 million from national budget teachers, another 12 million from municipal budget funds, covering all the groups of teachers mentioned in the strike application and criticised by local government organisations. However, after this offer, LIZDA decided not to give up from the planned strike, but it was ready to continue.
