Development of amendments to the Rēzekne District Planning 2013-2024
The municipality of Rezekne states that the Rēzekne municipality council adopted a decision on the initiation of amendments to the Rēzekne District Planning 2013-2024 (Protocol No 25, § 1) at its meeting on 3 November 2016.
The development of spatial plan amendments has been initiated on the basis of more than 30 submissions of natural persons with a request to change the building parameters specified in the spatial plan (the density of building and number of storeys) in the territory of the summer and horticultural cooperatives. In view of the proposals made by the population, it is necessary to assess the requirements laid down in the spatial plan for building parameters and to make the necessary amendments, taking into account both the strategic objectives laid down in the development planning documents of the municipality, balancing the functional, aesthetic, social and economic aspects of construction and taking into account the interests of construction agents and the public.
In addition to the development of the spatial plan amendments, it is planned to review and clarify the classification of the village streets of Rezekne and to develop a village red line plan, as well as to evaluate the boundaries of the existing village of Rezekne and, if necessary, to perform clarification thereof. Other technical changes will also be made in both the graphical part of the spatial plan and the land use and building regulations, co-ordinating the planning document with the requirements of the laws and regulations in force.
It is recalled that in Latvia, in each municipality, owners of land, using their land or building structures, must comply with the norms of the local government spatial plan. The spatial plan is necessary to balance the interests of neighbors in land use (for example, to prevent one neighbour from a neighbour of the other neighbour of a neighbour), as well as allowing or prohibiting certain activities (for example, determining how high the level of private houses may be built and at some distance from the area of the neighborhood, etc.). It should be noted that the current Rēzekne District Planning allows agricultural holdings to engage in many sectors in parallel. For example, in rural areas (L), in which the largest majority of the countryside is located, it is permitted to engage in agriculture, fisheries, wood processing, trade, tourism and other services, to obtain mineral resources, including sapropel in all lakes. The diverse and flexible use of land in the spatial plan will not be changed during the drafting of the amendments.
In relation to the planned (authorised) use of land specified in the spatial plan or functional zoning, the owners of land which have been scheduled for the period up to 2024 (which is the end year of the planned operation of the spatial plan) shall be invited drastically change the use of your propertyfor example, from agricultural activity to industrial production, use the opportunity and make proposals for the change of authorised use in a particular plot of land.
Written proposals for change of functional zoning or recommendations for the development of spatial plan amendments (in accordance with the approved work order) are invited to be submitted to the municipality of Rezekne by 1 February 2017 (address: municipality of Rezekne, Liberation alley 95A, Rezekne, LV-4601; e-mail: info@rezeknesnovads.lv).
